CEO or Chief-of-Staff equivalent. In this capacity, I report to the elected Board of Commissioners and lead the 550 county employees serving the 115,000 residents of Flathead County. As the Chief Administrative Officer of the County I perform a wide range of difficult-to-complex administrative activities that serve to support effective and efficient county government operations; I advise and assist the Board in planning, policy and operational matters; and direct and coordinate the administration of county government in accordance with policies and directives issued by the Board as a whole, pursuant to all applicable Montana state and federal laws and regulations.I am directly responsible for the following departments: Finance ($110M Annual), Buildings and Grounds, Human Resources, Information Technology, Land Management, Aging Services, Veteran Services, Transportation, Fairgrounds, Public Health, Road and Bridge, Solid Waste and recycling functions, and I perform the full range of managerial-oversight functions for other elected officials (including the the Sheriff's office, County Attorney, Clerk and Recorders Office, Library system, and District Court). I serve as the liaison between countywide elected officials, other agencies, and appointed County departments. I am the chief negotiator for the County (management) and seven public-sector collective bargaining agreements.

In this capacity I lead the Assistant Secretary’s Executive Strategy Group - part of a team that develops, analyzes, and prioritizes the Assistant Secretary’s (CEO) strategic narrative, intent, and initiatives. Our team collaborates with internal and with external partners to market the organization's value for public and interagency consumption and to build support for organizational initiatives. The mission of the office of Countering Weapons of Mass Destruction is to enable operational partners to prevent WMD use against the Homeland and promote readiness for chemical, biological, nuclear, and health security threats.

I provide strategic oversight of a 1,600-person human resources directorate responsible for supporting a global military workforce of more than 87,000 people. This includes policy development and implementation of HR programs to include: recruiting, pay and compensation, employee evaluations, promotions and assignments, career development, maintaining well-being, separations and retirement. I am also the lead budgeter and executor of a $4.6 billion payroll account, a $27 million operating budget, $176 million in annual retail revenue, $151 million in relocation reimbursement, and $144 million in travel claims/audits. As deputy, I directly supervise a 9-person team (5 senior directors, 3 senior field managers, and 1 senior HR specialist).

Led all communication strategy, planning, and execution for the Coast Guard Commandant. The Commandant is a CEO equivalent, overseeing a global military organization of more than 87,000 employees with an $11 billion annual budget. Work included coordinating communication around executive engagements in 20 international locations, including speeches, op-eds, video scripts, interviews, and social media. As chief communicator for the Commandant, I established strong advocacy for a military service by forging relationships with the White House, U.S. Congress, U.S. Department of Homeland Security, U.S. Department of Defense, U.S. Department of State, and U.S. Department of Transportation.I leveraged both traditional and digital media to reach an estimated 200 million people via thousands of global and domestic media outlets and coordinated messaging with the White House and cabinet-level agencies resulting in $22 million in equivalent advertising value. I also established relationships with media, such as The New York Times, Washington Post, Politico, Wall Street Journal, USA Today, San Diego Union Tribune, The Seattle Times, The Hill, and myriad local and regional media outlets.

Directed all operational aspects of a military aviation unit. This included leading 16 military pilots and 12 watch standers to employ the safe and effective operation of three military heavy lift helicopters. Further, I managed the $3.8 million flight program, ultimately responsible for saving hundreds of lives and $7 million in property (plus two dogs). Additional roles and responsibilities including work on the military unit's media and external outreach programs.
