Responsible for tracking, compiling and reporting Lake County’s annual recycling rate (currently 50%); Operate the Residential Electronics Collection Program: Develop and maintain a contract with an electronics recycler; develop Intergovernmental Agreements with members and coordinate collection events; compile and report data; closely monitor e-scrap legislation. Researched and drafted plastic bag recycling legislation. Develop and administer a Construction Material Recycling Training Program. Manage the Pilot Gas Station Beverage Container Recycling Program along with recycling service contracts with haulers for the pilot. Supervise the sale of back yard compost bins. Monitor and report recycling and refuse collection trends: Track quarterly recycling rates for members; compile data, calculate and report to the Illinois EPA annual County recycling rate; analyze the effectiveness of cart based recycling programs; maintain data base of municipal collection contracts and ordinances. Administer the Lake County Refuse Collection and Recycling Ordinance: Coordinate the annual licensing of haulers; manage the Construction Material Recycling component. Maintain Capacity Agreement with recycling processors along with the Per Ton Payment: Monitor the performance of the processors; Maintain Intergovernmental Agreements with members for Per Ton Payments; invoice and issue payments to members. Coordinate the Reuse-A-Shoe recycling program: Act as liaisons between Nike and local collection partners; cooperatively plan and manage program with the Public Information Coordinator. Additional duties: Develop and manage program budget, Assist members with special projects.
