Since leading the Brisbane Cross River Rail bid in 2018, I have led the estimating team for the Brisbane Metro and Gold Coast Light Rail. In addition, I have run a number of major mine infrastructure tenders in WA and spent 6 months with Leighton Asia for the Cross-Island Depot, $5B+, in Singapore. Other Queensland projects include those for TMR, coal mine infrastructure and bauxite mine bulk earthworks, power generation plants and Department of Defence project. Estimating and Controls manager on APLNG Gas Gathering project. After being part of the negotiation team for the three year project I elected to stay on as the estimating manager for the project. The contract is a schedule of rates term contract with individual work packages valued as design is released. During periods of staff change over I have also acted as the Commercial manager.

As Project Controls Manager I supervised the planning, estimating, procurement and expediting teams. Jacobs work load was evenly split between refinery works in alliance frameworks and hard dollar Pharmaceutical projects. Jacobs acted as designers and project managers.

Having started as Quantity Surveyor on the first phase of a $75m semi-conductor facility, I then was the project manager for the next two phases, $119m, during the rest of 2000 and 2001. From this position I progressed to Commercial Manager and business development for the Singapore operations. IDC is a US based design company specialising in high tech facilities for the Microelectronics, Pharmaceutical and Food industries. In Asia they work primarily as a Design and Build contractor. A technical design team supports the group locally and the US office provides some estimating support. I managed the procurement and QS teams as well as preparing estimates for local projects.In 2002 I acted as Project Manager for a semi-conductor tool manufacturing facility in Pudong China and a small chocolate plant for Hershey. 2003 and 2004 were spent bidding for and being awarded a number of semiconductor projects in Singapore. On these I acted as commercial manager responsible for all financial aspects of the project as well as procurement. The majority of these projects were awarded on a turnkey design and build contract where IDC provide the design team and managed and contracted the works.

I transferred to Gammon, from Trafalgar House, whilst tendering for works at Kuala Lumpur’s new airport. As a senior estimator for the regional division of the company I priced a wide variety of works in Malaysia, Thailand, Singapore, Vietnam and the Philippines.In January 1998 I was promoted to Estimating Manager for these regions and subsequently moved to the Singapore office. It was my responsibility to supervise and audit these tenders prior to presenting them for Main board / Shareholder approval. Gammon's work load is very varied, the greater value being in civil projects including marine, water, rail, road and major foundation and basement works. In addition the building side carries out Housing Authorities work, Hotels and office buildings both new and refurbishment.

Uk, Lebanon, Syria, Egypt And Malaysia

I came to Trafalgar House as a Senior Estimator working predominantly on Civil projects over £40 million in the UK, Lebanon, Syria, Egypt and Malaysia -- most of which were hi-tech and hi-rise. In addition I also prepared tenders for low-tech buildings and small civil projects in West Africa.During this period I tendered for work as part of a Joint Venture team in Malaysia, (with Gammon Construction Hong Kong a company 50% owned by Trafalgar house) for the Petronas Twin Towers and as part of the Anglo Japanese Airport consortium project management team for the KL international airport.

I was employed as Senior Estimator and tendered for a full range of civil and building work including London Underground and British Rail projects, road construction and resurfacing, concrete structures, pipelines, harbour works and commercial and industrial buildings.The value of works was between ½ and £20m on BOQ and specification and drawings. I reported to the Managing Director and controlled the estimate from initial enquiry to submission.

I joined Dave Stallard (Pty) Limited as Mr Stallard’s Associate in a company which turned over approximately £3m per annum made up of high quality housing, speculative industrial developments and domestic refurbishments.My function was to prepare tenders and budgets for projects, liaise with clients, purchase all materials and plant requirements, negotiate and control subcontractors. I provided detailed programmes and supervised progress on site I prepared all payments and interim valuations and provided a controlling function over company cash flow.

I was recruited from the UK for the Group Five, which was one of the top three contractors in Southern Africa, as Estimator/Surveyor, on both Building and Civil Works. The majority of my work was the pricing and cost control of mass housing, slipform concrete towers and mine infrastructures.I also carried out comparative studies of available estimating software with the intention of finding a standard system for the group.

I joined Crouch Construction as an Estimator for a wide variety of new and refurbishment works from schools and council houses to factories and high rise offices. The value varied from £50,000 - £3,000,000 although the majority lay in the £250,000 to £1,000,000 bracket.

I joined E Gostling Builder as an indentured student. In my first few years I was given training in all departments of the Company before deciding on estimating/surveying. After a period I took over the small works estimates up to £50,000 and specialist joinery estimates for the in-house joinery department in addition to which I worked on pricing larger works under guidance of a senior estimator.
