This involved acting as the firing range design and safety certification SME for development of a fleet of the most advanced and capable small arms ranges in the world.Peter moved into the private sector after a long career with the Department of Defence as a Range Inspector for all ranges in WA, ACT and NSW Regions. Peter was the longest serving and most experienced Range Certification Officer in Australia both in total of ranges inspected and in breadth of range types, firearms used and training/sporting outcomes, and his portfolio included certifications for all Special Forces ranges and covered over 140 individual facilities.

Range Design SmeBouw Consulting Oct 2020 - PresentPort Stephens Nsw AustraliaLand 159 – Greenbank Range Training Area - Subject Matter Expert for the extension of MTR-2 - This project is intended to upgrade MTR2 on the Greenbank TA suitable to support the new small arms suite currently being acquired under LAND 159. Whilst the new weapon systems and ammunition types are yet to be decided on Defence have advised that the RDA required for this range will be no larger than the current 7.62 X 51mm Lapua Ball round. The larger RDA can be used on this range and fit within in the height of the current Restricted Airspace.- A user requirement brief provided for design a minimal upgrade to the MTR to increase throughput for Rifle Practices 4,5 6 and 6A which require engagement of targets at 500m and 600m. Queensland Police Counter Terrorism and Community Safety Training Facility - Range Subject Matter Expert - Subject Matter Support to the Design and Construction contractor for Queensland Police Counter Terrorism ranges 2 x 25m 270 degree indoor ranges. Included procurement advice, evaluation, ballistic testing, safety templating and hazardous management documentation development. - Provided specialist Range Safety advice to FKG and Queensland Police on siting and design of the new indoor ranges, the Safety Certification or Non-Compliance Reporting of ballistic materials and traces on ranges and the UOTF. Peer review and Safety Design review of NSW Corrections Ranges- BOUW was engaged by BGIS to conduct the following Range Consultancy Services as part of a design peer review for NSW Corrections:o Safety trace reviewo Stop but design reviewo Weapon system and ammunition and WOL review of the updated design of the Corrections facility range. -

Range Certification Authority, Master Training Facility Project Abu Dhabi, United Arab EmiratesResponsible for the provision of specialist Range Safety advice to a UAE Government Agency on the siting and design of new ranges, the Safety Certification or Non Compliance Reporting of existing ranges. Peter’s key achievements in this position were:• Development of a GIS based Range Danger Area (RDA) mapping capability to allow safety assessment existing and proposed ranges to circumvent the non availability of survey mapping. • The use of Imagery and Geospatial analysis skills to identify and assess new range sites, design range complexes and assess the effect of competing adjoining land use. Notably this resulted in the confirmation of a previously discarded site as a viable range site and identification of potential sites and layouts for the combined training complexes.• Detailed ballistic design analysis and quality assurance of 3rd party designed ranges for the Range delivery stream including Outdoor No Danger Area ranges, Indoor 270 and 360 degree ranges and Outdoor wide arc of fire full danger area ranges. All of these ranges were designed from the outset with capabilities well beyond conventional ranges used by other armed forces around the world. • Inspection of existing ranges progressing toward range safety certification or non compliance reporting and dispensation, restriction or closure. • Development of a probabilistic RDA assessment capability based on the UK WDALabs software to allow definitive risk assessment of non compliant ranges.
