Hearing Examiner and Administrator of the Office of Hearings Administration for Snohomish County, Washington. As hearing examiner, I am the administrative law judge deciding land use issues, and hearing appeals from business license revocations, dangerous dog declarations, and code enforcement violations. The Office also staffs the Board of Equalization (hearing property owners' appeals of their assessed valuation for real estate tax purposes) and the Boundary Review Board (resolving disputes over municipal boundaries in annexations). The Office has a staff of five and a budget of $1M. Snohomish County has a population of approximately 800,000 and is the third largest county in Washington state.Previously, I served as an Executive Director for two County Executives, supervising at one time or another virtually every county department, including, Public Works (roads, solid waste and surface water management), Planning and Development Services, Parks, Snohomish County Airport (Paine Field), and Human Services. Negotiated several cable television franchises for consortia of approximately ten cities and Snohomish County.Served as Deputy City Attorney for the City of Everett, Washington, a city of 100,000 and home of Boeing's assembly facility for 767, 777, 747 and 787 wide body jets. Private legal practice in Seattle and Houston prior to that.
