Norfolk, Virginia, United States

Led the Economic Development Authority and simultaneously provided oversight and strategic direction to the Department of Economic Development, the Department of Neighborhood Development (inclusive of CDBG, HOME, Section 108 and code enforcement) and the Housing & Redevelopment authority. Also managed Norfolk’s partnerships with HUD, the U.S. Export Import Bank and other federal agencies.Responsible for advancing catalytic projects (including large-scale distressed area and public housing transformation, redevelopment of major retail centers and central business district mixed-use complexes), as well as attraction, retention and expansion of Fortune 500 companies and several mid-tier firms. Established aggressive new marketing platforms which directly targeted site/location consultants as well as national master real estate developers. Contributed to securing approximately 3,000 new financial services jobs in the city. Also served as the driving creative and managerial force behind the establishment of trailblazing new financing programs—including a $19 million capital pool awarded by HUD—that are strengthening Norfolk’s entrepreneurial ecosystem and urban revitalization capacity.Earned national distinction including the 2016 American Planning Association Donald E. Oversaw and provided strategic direction to a 175-personnel portfolio of municipal agencies that included the Department of Economic and Community Development, the Department of Planning and Development Review, and the Minority Business Development Agency; guided the major redevelopment activities of the Richmond Redevelopment and Housing Authority; and managed annual cumulative operating and program budgets of approximately $170 million (including, but not limited to, CDBG, HOME, NSP, HUD Section 108, Capital Improvement Program, Economic Development Administration and Federal Transportation Administration funding).Advanced a diverse and robust pipeline of nearly $1 Billion in real estate projects consisting of the East End public housing transformation, downtown/arts district residences and offices, central business district office and mixed-use facilities, a multi-modal transit center, arts and cultural facilities, and riverfront parks and terraces.Directed the City’s expansion and retention efforts targeting global health care and pharmaceutical firms—including Pfizer—employing over 1,250 research and development personnel locally.Led the City’s successful bid to secure the 2015 UCI World Cycling Championship, which attracted 450,000 visitors from across the world and had an $86 million regional economic impact. Established the nationally-recognized Center for Workforce Innovation for the hardest-to-employ residents, which placed a majority of those served into demand driven jobs in the region.

Founded and led the Rocky Mountain region operation of a $200-million national CommunityDevelopment Financial Institution (CDFI) providing credit facilities up to $5 million, andadministered a pool of flexible capital for commercial real estate (re)development, business start-ups and expansions, affordable/mixed-income residential projects, and non-profitfacilities in the Denver market. Also facilitated creation and retention of over 200 permanentjobs and leveraged over $50 million in additional private capital.

Oversaw and guided operations of a portfolio of eight economic and community development-related City and quasi-municipal corporations and divisions with an approximate cumulative budget of $150 million in City and federal dollars (including CDBG, HOME and Section 108) and some 400 employees. These included the Office of Economic Development, portions of Denver International Airport, the Office of Cultural Affairs, the Division of Theaters and Arenas, and the Denver Housing Authority. Initiated and led efforts to expand the infrastructure of community/economic development finance resources and tools including $130 million in federal New Markets Tax Credits. Allocations leveraged another $100 million in private investment and helped create and retain over 700 permanent jobs in low-income census tracts throughout metro Denver.Crafted the strategy for the nationally-recognized Mariposa/10th and Osage publichousing redevelopment (subsequently a $22-million HOPE VI grant recipient), an urbantransit-oriented community. Also led negotiations among the City, housing authority andmaster developer resulting in completion of the initial phase of the 970-unit, $1.5 billion Park Avenue redevelopment (also partially supported with federal HOPE VI monies).

As a senior member of an international consultancy’s housing and community development practice group, provided strategic advisory services for public and private investors in community and economic development initiatives. These clients included the U.S. Department of Housing & Urban Development (HUD), Fannie Mae, the Rockefeller Foundation and East Baltimore Development, Inc. Conducted organizational capacity assessment, program evaluation and policy analysis in community economic revitalization, affordable housing, employment training and health care access. As Principal Researcher and Co-author, prepared national HOPE VI/Mixed Finance case studies under HUD MOBIS contract.
