Reporting to the Director and Chief Planner, responsible and accountable for leading the Infrastructure Planning Division of the Planning and Development Department, which includes the Infrastructure Policy and Standards, Transportation Planning, and Development Engineering Programs.

Manage corporate programs related to infrastructure standards and growth analysis, including capacity allocation, growth trends, development charges, engineering standards, stormwater management, and buried electrical systems.

Manage Capital Budget and Corporate Asset Management program for Region of Halifax, Nova Scotia. Business lead for IT initiatives related to Corporate Asset Management. Develop and implement corporate policy related to engineering and infrastructure such as stormwater management, and development charges. For example: develop, implement and monitor development charges programs for Bedford South and Bedford West as part of implmentation of Regional development plan.

Managed environmental and utilities portfolio of Regional Land Use and Development Plan for Region of Halifax. Policy lead for infrastructure, environmental, and utillity related policy. Led stakeholder consultation for implementation of the overall plan with diverse groups including developers, homebuilders, environmentalists, scientists and engineers.

Managed group of development engineers and technicians invovled in the review, inspection and engineering related approvals of land development proposals for the Halifax Region. Approvals include large and small scale subdivisions; commercial and residential building permits. Provide advice on planning policy and discretionary planning approvals such as re-zonings and development agreements. Led harmonization of by-laws and business processes post amalgamation (1996), including lot grading and drainage by-law and blasting by-law.

Kings County, Nova Scotia

Managed projects and engineering related programs for the Department of Public Works and Engineering. Areas of responsibility included water, wastewater,sold waste and roads. Appointed Traffic Authority for Kings County and Municipal Representative on Kentville Water Commission. Managed rate studies, program development and various projects, including wastewater treatment facilities and water and wastewater extensions. Technical lead on Kings Regional Wastewater Committee serving Town of Kentvile, Coldbrook, Greenwich, North Kentville, Centreville, and large private industrial users such as Michelin Tire, A.C.A.Cooperative, Hostess Foods, Scotian Gold, and Great Valley Juices.

Dartmouth, Nova Scotia

Seaport and Lakeport were wholly independent contractors. Both were mid-size firms and scope of responsibility included construction surveying, supervision, estimation and contract adminstration. Managed operations for Seaport Contractors at Imperial Oil Dartmouth refinery. Key projects include oil storage tank bases and electical sub-stations at Imperial Dartmouth Refinery, Springfield Lake Wastewater system, Bisset lake pressure sewer, multiple local water and wastewater installations, new roads and sewers at multiple locations in Burnside Industrial Park, roads and services at various private subdivisions, and large private site developments.
