At the AER I was contributed to a number of reviews of the AER’s processes. I worked with the Gas Market Reform Group (led by Dr Michael Vertigan) to develop the financial reporting guidelines for non-scheme (unregulated) gas pipelines. I was also involved in the review of profitability measures for electricity and gas network service providers.

As an adviser, I briefed and provided advice to the Minister (Senator Eric Abetz) on current and looming forest policy issues. Key forest policy issues at the time included plantation taxation, water use by plantations, forest certification, illegal logging, the treatment of carbon sequestration credits in an emission trading scheme, the National Indigenous Forestry Strategy, and the review of the Regional Forest Agreements.

I began as the assistant manager, but then took on the role of manager, of the Department’s contribution to the Plantation Taxation Review. The Review was undertaken by an interdepartmental committee including officials from DAFF and the Departments of Prime Minister and Cabinet, and Treasury. It assessed the merits of a tax concession available to investors for plantation establishment. This included examining Australia’s financial services sector (particularly managed investment schemes which were the vehicle for plantation establishment) and taxation policy related to financial services. It also involved a detailed economic analysis of Australia’s plantation resource and the industries that it supported, and forest policy related to plantation expansion.

This role involved business research and forecasting for clients in the forest industry, including both private client research and a series of syndicated client reports related to forest products markets in Australia and the Asia Pacific region (United States, Canada, Chile, China, Japan, South Korea, Indonesia, Malaysia and New Zealand).

My initial role was to manage the economic impact assessments for several of the Regional Forest Agreements in the Australian States of New South Wales and Victoria. I later took on the role as manager of the Forest Economics program at ABARE.

Project: Improving smallholder farming systems in Imperata areas of Southeast Asia.This project aimed to improve the livelihood of smallholder farmers in Indonesia and the Philippines. It involved the development of bio-economic models to determine the physical capability and economic suitability of alternative agricultural and agroforestry systems on degraded agricultural land. As Research Officer my role was to develop the bioeconomic models, undertake the scenario analysis and draft the reports presenting the research outcomes.
