Served as department's primary resource on public transit policy and compliance issues, including providing analysis of new regulations for both internal and external customers, assisting local transit systems in self-analyses of regulatory compliance, and providing training assistance. Oversaw staff involved in managing state and federal funding programs and providing various forms of technical assistance to local transit systems. Helped set up nationally-recognized transit planning process.

Coordinated all departmental activites related to public transportation during period when department had no modal offices, Included overseeing grant applications, financial and technical assistance programs, compliance reviews, etc. Served as department's primary resource on transit policy and regulatory compliance issues. Also administered department's local assisance program for both metropolitan and regional transportation planning agencies.
