As I have been living and working in China for the past 13 years, I have not been very active on here until recently, so as my profile needs some work, here is a short and current summary:Since March 2022, I have been working as a recruiter at Youyi Pin Headhunting Company, a firm that specializes in recruiting and introducing overseas doctoral candidates to China. My core competencies include management, headhunting, and recruiting. In my role as a recruiter, I have contributed to the successful placement of 33 overseas doctoral candidates, including 10 non-Chinese candidates, in various institutions and companies in Jiangsu Province. I have also delivered 7 senior scientists to China's national laboratory in 2023, thanks to our partnerships with 5 national laboratories, 6 universities, and numerous listed companies and unicorn companies. I am passionate about connecting talented and diverse candidates with exciting and rewarding opportunities in China, and I believe I bring valuable perspectives and experiences to the team. The Qiming Plan, also known as the "Enlightenment Plan," is a Chinese government initiative aimed at attracting and retaining top talent in science and technology, particularly those trained abroad. It replaces the previous Thousand Talents Plan (TTP), which was criticized for its lack of transparency and potential security risks. Here's a breakdown of the key points about the Qiming Plan:Goals:Attract and retain top talent in science and technology, especially those with expertise in "sensitive" or "classified" fields like semiconductors, artificial intelligence, and biotechnology.Promote innovation and technological advancement in China.Build a world-class talent pool for China's scientific and technological development.Features:More selective: Unlike the TTP, the Qiming Plan is more selective and targets specific individuals with exceptional skills and potential.Less public: The program is less public than the TTP, with details about awardees and specific projects kept confidential.Emphasis on intellectual property: The program emphasizes protecting intellectual property and ensuring that technology developed in China remains within the country.Financial and other incentives: Participants in the program are offered financial incentives such as signing bonuses, housing subsidies, and research grants. They may also receive preferential treatment in visa applications and access to government resources.
