About Peter Hicks

Peter Hicks writes about, and advises, on policy development and strategic planning in the areas of social, employment and retirement policies. He has recently helped Statistics Canada develop plans for a future system of national social statistics that will provide a radically improved support to evidence-driven policy making, based on rich new sources of micro data together with sophisticated predictive analytic tools.He is an expert on topics related to population aging, changing retirement patterns, fighting poverty, and employment and active labour market policies, as well on the data and analytic capacity need to support social policies and programs. Early in his career, he worked for Statistics Canada, including setting up their Special Surveys Division and undertaking the massive reform of the Labour Force Survey in 1976.In the 80s and 90s, Peter was an assistant deputy minister of policy in several federal government departments and central agencies of the Government of Canada, mainly in the area of social and labour market policies. From 1995 to 2001, he worked for the OECD in Paris, coordinating their activities on the policy implications of aging societies. Since his return to Canada, he has worked in a consulting or advisory capacity for governments and for the OECD. He briefly re-joined government as Assistant Deputy Minister of policy and planning in the short-lived federal department of Social Development Canada. In 2020 and 2021 was hired by Statistics Canada to support a radical improvement in what is now referred to as the national system of quality of life statistics. He also carried out an external review of the adequacy of existing labour and education statistics in light of changes in the nature of work.Peter is the author of the 2015 Policy Horizons Essay, "The Enabling Society" published by the Institute For Research on Public Policy. It sets out an optimistic view of the future of social policy in Canada based on an assessment of the combined effects of fundamental trends in public expectations, governance and technology. He has also written papers for the C. D. Howe Institute about the profound but poorly understood policy consequences of changing retirement patterns and, in 2017, on better approaches to fighting poverty including an assessment of Guaranteed Minimum Income proposals.
