PCL’s primary lead on supporting sustainable development through the private sector, providing advice to Governments, multilateral bodies, civil society, and the private sector.

Provided economic support to the authorities of Vanuatu in responding to the compound disasters of COVID-19 and TC Harold. Notable highlights included:- Drafting the Food Security and Agiculture chapter of the Post Disaster Needs Assessment for the compound disasters- Supporting the Vanuatu Chamber of Commerce and Industry (VCCI), including drafting the 'Vanuatu Economic Outlook Report from a Private Sector Perspective' report in 2020 and 2021, the only piece of published research into the economic impacts of the pandemic within Vanuatu- Supporting the Vanuatu Tourism Office and Vanuatu Foreign Investment Promotion Agency - including in driving the 'Remote Workers' Visa program

In this role I worked as an adviser reporting directly to the Director General of the Ministry. This advice ranged across the Ministry’s entire remit – including trade, tourism, standards, intellectual property, investment promotion and cooperatives - and was both analytical and strategic.My main piece of work was assisting in the drafting of the Trade Policy Framework Update, a wide-ranging policy with 13 chapters covering all aspects of trade. I drafted two sections – on backbone services and some key commodities (kava/cattle) – and supported the team leader to manage, review, and edit the work of eight other experts. I also was responsible for the production of the national trade statistics for this publication.

I was based in the Trade Development Division, within the Director General’s Office. This team is responsible for the Trade Mainstreaming Agenda, with three main strands of work: policy, governance, and aid coordination. Aid coordination included both supporting the Ministry to access new sources of funds, and helping with the implementation of existing projects.I also supported the Ministry on an ad-hoc basis with economic advice. I provided regular briefings – either written or in-person – to Ministers, Director-Generals, and Directors, and worked very closely with donor partners and the private sector. I also led capacity building sessions of the team. All internal work was conducted in Bislama.

Working in the Criminal Justice Analytical Services directorate, with my time split between two sub-teams - Sentencing Analysis and the Reducing Reoffending Analysis Programme. My primary responsibility was to model and appraise the economic and financial impact of proposed new policies.

Based in the Economic Assessment Unit, supporting the Chief Economist on a variety of projects - predominatly assessing value for money.
