Authored the Tenth Amendment Resolution, a States rights initiative. Ratified the same week Mr. Kershaw introduced it in the Colorado Legislature (47 co-sponsors in House and Senate). Mr. Kershaw’s States rights initiatives were directly responsible for forcing Congress to rescind the 55MPH national speed limit, as well as saving Arizona over $500 million in averted AC retrofit costs. Mr. Kershaw succeeded in getting more than half the States to ratify the 10A Resolution.

Designed and implemented internet and crypto systems (years prior to it being available to the private sector) in highly classified DOD and DOD-DARPA sub-contractor environments including NORAD, Los Alamos, Sandia National Labs, NCAR, Peterson AFB, Dugway Proving Ground/Tooele Army Depot, Martin Marietta, Lockheed. Prime contractor for Strategic Defense Initiative (Falcon AFS) and many other highly classified Top Secret projects. Sold Cisco Systems’ first major contract ($10m with US West). Designed and implemented the first integration of Ku-band satellite with X25 packet switching (Navajo Nation and Coastal $8m contract). Designed and implemented the first L-band satellite and X25 packet switching system for remote control of locomotives (Burlington Northern RR, Denver Tech Center). Designed and implemented packet switching network for the first cable TV company in the nation (Daniels Cable, Cherry Creek, CO). Implemented international Ku-band satellite X25 network for Citicorp, Englewood, CO.
