* Researches, identifies, and provides solutions with outcomes to support and ease decisions for executive staff including the CEO, COO, and Senior Manager that result in effective organizational operations.* Manages current airport debt (bond) of $1.25 billion and $350 million Commercial Paper Program ensuring efficient cost of borrowing and funding availability for the projects and ability to forecast future bond requirements.* Strategically plans and manages status PHL’s financial health to improve operations as well as prepare for any future financial risks at the airport.• Analyzes, reviews, and manages compliance of airport bond proceeds spending, ensuring originally pledged purposes and those imposed by Federal and Local requirements are followed to maintain the fund’s integrity.* Identifies and manages annual debt service of approximately $118 million, equivalent to one-third of its operating budget, ensuring the availability of operating funds to make timely payments to maintain PHL’s credit ratings.* Leads and coordinates with Engineering, Operations and other departmental units to gather information necessary to produce monthly cash flow statements, capital budget and long term funding requirements.* Produces and updates capital budget and long term funding requirement to maximize accuracy and proficient management of capital and operating funds.* Produces and analyzes cash flow forecast for approximately $450 million in construction projects funds including grants and passenger facility charges to manage outsourced investment managers that maximize investment earnings.* Responds to questions from rating agencies adhering to policies for executives to maintain and/or improve PHL’s credit quality.* Monitors and takes appropriate related actions to existing and new regulations to ensure compliance with legal covenants and disclosure requirements.
