My practice focuses on real estate development and public law and policy. In my real estate work, I specialize in securing land use approvals for complex, mixed-use projects throughout the City of Boston, including waterfront sites. My work in this area entails guiding clients from the conceptual stages of challenging projects through to the issuance of building permits, project completion, and occupancy. I also practice in the area of public law and policy, where my goals are to structure and implement public-private partnerships to fund and deliver real estate development and transportation projects, as well as social services. Pro bono work is a critical part of my practice, and our firm’s mission. As a longtime member and the current co-chair of the Goulston & Storrs Pro Bono committee, I help to guide the firm’s pro bono program in providing legal services to individuals in our communities who need them most, and to organizations fighting to promote social and economic justice, defend civil liberties, create affordable housing, and deliver social services to those in need.

Focused on all aspects of zoning compliance and other public approvals, environmental impact reviews, and regulatory compliance. • Adept in structuring and implementing public-private partnerships to fund and deliver real estate development and transportation projects, including novel projects.• Experienced in leveraging multiple funding sources for financing purposes, including the management and operation of public open space and the delivery of effective social services.• Skilled in working with public entities, including advising public clients on Public Records Law and Open Meeting Law compliance, and advising public and private clients on compliance with the State Ethics Law, the Massachusetts Lobbying Law, and state procurement laws.• Deep experience in public transportation matters, having represented the MBTA and MassDOT on the acquisition of railroad assets and the negotiation of agreements among those public agencies, Amtrak, and private freight railroads.
