As Head of Business Operations I was the COO/CIO equivalent for the Defence Materiel Organisation (DMO), a Prescribed Agency with over 7,500 staff and a budget of around $11 Billion per annum delivering acquisition and sustainment of capabilities for the Australian Defence Force. My Division has three branches and over 350 staff (including trainees) delivering these services to the four Groups and fifteen Divisions/Programs within the DMO. My responsibilities include corporate planning and governance, assurance, security and risk management, workforce and HR management, ministerial and corporate communications, external agreements and performance reporting. One of my branch heads is also the Chief Audit Executive for DMO, responsible for Internal Audit and liaison with the ANAO. CIO related responsibilities include business process improvement, information management and provision and support of business systems, including DMO’s Internet and Intranet presence. Successfully rolled out a very large and complex Enterprise Asset Management system serving more than 9,000 users across the world managing assets worth over $9Bn.

In this position I was responsible for leading the CIO Group and managing ICT for Defence after the early departure of the then CIO. The Group delivered ICT services through over 1,400 applications to over 90,000 users across multiple, secure, fixed and mobile networks spanning the world from Canberra to the foxhole. While I was acting CIO, I primarily focussed on actively engaging with the Deputy Secretary (equivalent) members of the Defence Committee (DC), developing an action plan for the ICT recommendations of the Defence Management Review (DMR), contributing to the development of the new Defence Business Model and continuing to drive transformation within the Group. I viewed my time as acting CIO as successfully establishing improved relationships and communication channels with customers in preparation for the arrival of the new CIO, Greg Farr.

As Head of Information Systems Division (ISD), I was responsible for the design, construction, support and sustainment of Defence ICT infrastructure. This organisation of around 600 staff (excluding external contractors) was formed after my successful intervention in developing a revised operating model and organisational design for the CIO Group. Apart from delivering the information capabilities under construction, my major focus was on improving the responsiveness and accountability of the organisation. Defence demand for ICT systems was exceeding ISD’s supply capacity and the workforce was not properly structured for scalable delivery. As a result, I initiated and led a major transformation of the organisation, aimed at increasing the capacity of the Division to deliver to customers. This transformation was primarily focussed on up-skilling our people from ‘code-cutters’ to program, project, technical and contract managers. I also actively led the introduction of Portfolio, Program and Project Management and the establishment of relevant Competency Centres throughout the organisation.• Successfully transitioned development and support of the personnel and finance systems from the business owners into CIO Group. Successfully delivered major capability improvements such as the Standard Operating Environment, single email client, software rationalisation, remote computing services. Created new arrangements for strategic relationships with industry in the supply of design and installation services and in the supply of ICT equipment.

As the Assistant Secretary for Network and Systems Development, I was responsible for the development, delivery into production and support of a wide range of business applications, common services applications and network infrastructure.
