Aside from lecturing at the master program of disaster risk management and climate change adaptation, I was engaged in two larger studies. The first regarded an evaluation of how three county administrative boards managed the extensive forest fires in Sweden during 2018. The second was an assessment of the need for Sweden to develop a national strategy for the implementation of the Sendai framework for disaster risk reduction.

My area of focus is developing methods to allow overviews of social risks and vulnerabilities at the various administrative levels in Sweden (local, district and national). As program officer one carries responsibility for the activities, personnel and economy adhering to international operations. The tasks include forming proposals to attain funding, arranging information meetings with assigned staff , liaison with various departments within MSB as well as with external partners (e.g. UN and foreign government personnel). The work entails travels to the operations to follow up on progress, coordinate activities and negotiate agreements with counterparts. For these reasons I have, inter alia, undertaken five trips to Lebanon (Tyr) during a mineclearance project; four trips to plan a capacity building project for the National Disaster Management Office in Botswana; six trips to Liberia and Sierra Leone respectively to support the Red Cross National Societies. I was developing, implementing and monitoring programs for pandemic preparedness in order to improve the readiness of UN Country Teams, NGOs and national governments in West and Central Africa. A main focus was put on reviewing contingency plans and executing table-tops in order to foster a “whole-of-society”- approach (i.e. coordination between essential services in multiple sectors).

Developed and implemented a new method for the realization of risk- and vulnerability analysis, applicable to the Swedish Rescue Services Agency (SRSA) as well as the Rescue Services in Sweden. 20% of the time I served as Duty Officer at the SRSA, i.e point of contact for international emergency services cooperation (including the Community Mechanism and the United Nations).

In cooperation with the Swedish Defence Research Agency, I developed a method and a unified approach to assess and compare the vulnerability of actors at national as well as regional and local levels with regard to different types of risks. The project resulted in a model and a software product (“Ibero”) that became widely spread and used by municipalities, county administrative boards and government authorities in Sweden.

Handled and considered asylum-seekers requests for assistance in accordance with the Reception of Asylum Seekers Act. Participated in a project intended to enhance the capacity of Migration Boards in Eastern Europe to handle flows of migration in accordance with international norms and regulations. During the project I produced a proposal on a new working method based on the Framework for Logical Approach (LFA) for international cooperation projects operated by the Swedish Migration Board.

Summarized reports about the developments and activities at the OSCE field missions, with particular focus on the Balkan region. Followed and reported to the Swedish Ministry of Foreign Affairs on the negotiations at different OSCE meetings.
