This involves researching and writing papers for programs, such as Upper Class E Traffic Management (ETM) and Connected Aircraft (CA).

    As the first National Program Manager for Technical Operations' OE program, I coordinated the creation of and led the Technical Operations' program for evaluating Obstruction Evaluations (OEs) and Non-Rulemaking Airports (NRAs). OEs and NRAs are proposals for construction that could affect FAA facilities (e.g., radars, navigational aids, communications) and their signals-in-space. This position involved leading a nationwide team of about 75 federal and contractor engineers who performed the OE/NRA evaluations, through a program management team. This required strategic, tactical, and technical thinking to provide guidance and policy (wrote and coordinated Joint Order 7460.6), resolve national level OE and NRA signal-in-space problems, research and suggest changes to FAR-77 and Order 7400.2, and manage a two million dollar budget.I also compiled and coordinated the national Desk Guide for OE and NRA evaluations, and led the Wind Turbine Radar Team, which evaluates the impacts of ALL wind turbines filed with the FAA.I also participated in the development of and utilized sophisticated RF modelling tools, used to evaluate the impacts of obstructions on radars and nav-aids.
