Performing Air Traffic Management (ATM) systems engineering. This involves researching, testing, and integrating FAA radar (ASR-9) and telecommunications systems (fiber, microwave, and FTI). In this role, I developed and coordinated the standard format for the ASR-9 Data Communication Equipment (DCE) Site Implementation Plans (SIPs) and drawings. I also developed the Cable Installation Guidelines for the DCE Program, which gives cabling instructions and specifies parts for implementing DCE nationwide.Serving as liaison between the FAA's ASR -9 Program and Federal Telecommunications Infrastructure (FTI) offices. This invoves navigating and coordinating the complex and intertwined activities of these two offices.Helping develop new aviation, navigation and communication concepts for the FAA's NEXTGEN office. This involves researching and writing papers for programs, such as Upper Class E Traffic Management (ETM) and Connected Aircraft (CA).

As the first National Program Manager for Technical Operations' OE program, I coordinated the creation of and led the Technical Operations' program for evaluating Obstruction Evaluations (OEs) and Non-Rulemaking Airports (NRAs). OEs and NRAs are proposals for construction that could affect FAA facilities (e.g., radars, navigational aids, communications) and their signals-in-space. This position involved leading a nationwide team of about 75 federal and contractor engineers who performed the OE/NRA evaluations, through a program management team. This required strategic, tactical, and technical thinking to provide guidance and policy (wrote and coordinated Joint Order 7460.6), resolve national level OE and NRA signal-in-space problems, research and suggest changes to FAR-77 and Order 7400.2, and manage a two million dollar budget.I also compiled and coordinated the national Desk Guide for OE and NRA evaluations, and led the Wind Turbine Radar Team, which evaluates the impacts of ALL wind turbines filed with the FAA.I also participated in the development of and utilized sophisticated RF modelling tools, used to evaluate the impacts of obstructions on radars and nav-aids.

Validated the need for new nav-aid and radar systems and subsystems in the FAA's Western Service Area (WSA-the western third of the U.S.). This involved being a Subject Matter Expert on radar and nav-aids systems, collecting the needs for new systems from the field, and researching and prioritizing those needs. I was also the WSA program manager for the VOR Minimum Operational Network (MON), and the Service Area POC for the Needs Assessment Program (NAP) section of the FAA's Corporate Work Plan (CWP).

Performed radar (ASR, ARSR, ASDE, ATCRBS) and Nav-Aids (ILS, VOR, RVR) site establishment and field support engineering. This involved site selection, system design, integration and troubleshooting, project management, and installation work to install these safety critical systems in a timely and cost effective manner.Performed radar and nav-aids systems modelling with sophisticated modelling programs, such as RSS and OUPPM.Participated in international and national committees and working groups (eg, RTCA SC209, EUROCAE, JASON advisory group) having to do with transponder specifications, wind turbine / radar interference, and separation standards for ADS-B. Supported field technicians with help in troubleshooting extraordinary radar equipment problems. This included simulating the radar and its environment with sophisticated modelling tools.

Designed national System Support Modifications (SSMs) and wrote their installation instructions for FAA Air Traffic control radar and navigational aids systems.This involved analysis, design and testing of analog, digital, and FAA systems, subsystems, and circuits.

-Performed corrective and preventive maintenance on safety-critical air traffic navigational aids systems, such as Instrument Landing Systems (ILSs), Very High Frequency Omniranges (VORs), and Distance Measurement Equipment (DMEs); attended several courses to learn these systems, at the FAA's Mike Monroney Academic Center in Oklahoma City.

-Responsible for corrective and preventive maintenance on safety-critical air traffic control radar and automation systems which served ALL air traffic into and out of West Berlin, FRG. This involved troubleshooting these systems down to the component level. and leading crews of up to three people in providing these services. -Rank: Staff Sergeant
