I provide technical facility engineering support and oversite to 16 commissary locations which I visit and inspect on a quarterly basis. My duties mainly consist of overseeing daily operations and maintenance at the stores in my region for the Whole Facilities Maintenance contract. I manage around $10M in facility maintenance, repairs and construction at these sites yearly. I am on call to provide 24/7 coverage for the sites in my region to include emergency response to natural disasters, electrical/refrigeration outages and plumbing/roof leaks.

As the Resident Regional Engineer at WRMC, I provided technical facility engineering support to 9 major Army hospitals and their surrounding clinics in a territory that spanned 20 states from Alaska to Missouri. My duties included construction project participation from planning, project estimating, budget acquisition, contractor source selection, and contractual management through project closeout. My role was to assure all project work was carried out by the contractor in accordance with the plans, specifications, and scopes of work. I periodically performed site visits to field locations to examine ongoing physical mechanical systems and building construction activities. During site visits, I also provided Quality Assurance (QA) oversight to assist field office QA personnel as needed, and assure that the contractor performed their Quality Control (QC) responsibilities as required by their contract. My expertise was also utilized to resolve unprecedented construction problems requiring professional engineering applications and knowledge. I helped develop and execute regional projects with the emphasis in sustainability and energy efficiency at many of the Region’s sites through their utility monitoring program (electricity, gas, steam, water, sewer & refuse). I developed and managed the first WRMC photovoltaic (PV) solar panel installation project at Runion Dental Clinic, Fort Huachuca, AZ. I also monitored all operations and maintenance (O&M) contracts at all the WRMC facilities to ensure facility maintenance and repairs were always covered. While at WRMC, I successfully completed the Lean Six Sigma Black Belt training and used that knowledge to improve a few policies within the Region. I also filled in as the Facility Engineer at Madigan Army Medical Center at Fort Lewis when the position was vacant.

In this position, I managed capital improvement construction projects at state owned facilities occupied by the Department of Social and Health Services (DSHS). One of my assigned facilities was Western State Hospital in Lakewood, WA which is the largest and oldest facility owned by the State of Washington. Due to the historical sensitivity of the campus, most construction projects involved coordinating with the Governor’s office of Indian Affairs, Tribal Nations, Washington State department of Archeology and Historic Preservation (DAHP) and the Fort Steilacoom Historical Society. Another common issue regularly dealt with facilities of this age was hazardous material abatement such as asbestos, lead, mercury and PCBs. My duties included project planning, budget coordinating, plans and specifications review, advertise for bids, job walks, bid selections and conducting weekly site visit meetings with Staff and the Design Engineers/Architects. Weekly site visits were to ensure proper quality and quantity of materials and equipment, quality of workmanship and adequacy of contractor’s methods and operations were being met. In this position, I was also designated an Emergency First Responder and received training to evaluate buildings after earthquakes, wind storms and flooding. WA State Dept of General Administration, Engineering and Architecture (GA, E&AS) is now known as WA State Dept of Enterprise Services (DES).

I also performed meetings with clients, contractor job walks, project estimating, system trouble shooting and building commissioning. The other branches of the company gave me exposure to structural steel drafting and machine design systems and controls. I also got to participate in accident investigations related mechanical injuries/death related to insurance claims.
