Supervises a team consisting of professional auditors. Leads the conduct of the total audit program plan at major contractor locations as well as on a mobile basis at several different contractors. Establishes plans to meet region and Agency audit goals and objectives taking into consideration accounting and business systems, previous experience with the contractor, volume and type of Government business, available resources, work priorities, etc.Furnishes technical advice and assistance to audit teams before and during the conduct of audit. As team leader, guides the development of the team, facilitates group decision making, and assists the team in assuming greater responsibility for their work processes and management of the team. Reviews audit programs, working papers, and progress to date on the audit assignment to ensure agreed to dates are met. Promotes teamwork, innovation and customer service with subordinate auditors. Resolves audit problems with contractor, acquisition, FAO or regional management officials. Reviews drafts of audit reports and working papers to ensure that the reports are timely, responsive, and meet the Agency's auditing and reporting standards. Assigns auditor staff to accomplish unscheduled workload and meet stringent reporting deadlines. Coordinates audit work to meet objectives and changing work conditions. Maintains effective working relationships with contractor management officials to facilitate discussions or significant audit findings, organization, and accounting system changes, access to records, etc. Confers with acquisition officials and others on the nature, extent, and timing of audit services required, major audit findings, etc.Evaluates and appraises subordinate auditor's performance. Closely supervises developmental auditors to ensure they receive proper training and development. Counsels and advises employees on a variety of personnel and administrative requirements, privileges, and procedures.

Responsible for the technical management of and/or performance of nonprofit audits. This includes providing expert technical advice and assistance to Field Audit Office managers, supervisors and audit staff before and during the conduct of an audit. This advice includes interpreting/clarifying agency policy, procedures and practices as well as Federal government regulations relating to nonprofit audits.This requires extensive knowledge with the new Uniform Guidance under 2 CFR 200, Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR and DFAR), OMB Circulars A-21, A-122 and A-133 (before they were consolidated in 2 CFR 200), and other agency specific regulations. The audits performed include OMB Circular A-133 audits, Incurred Cost, Forward Pricing Rates, CAS noncompliance, CAS Cost Impacts, and Disclosure Statements. I also support DCMA and ONR Administrative Contract Officers in the negotiation, administration and close-out of Federal government contracts.In addition, I am also involved in the development of nonprofit audit guidance for the Defense Contract Audit Agency.
