Outsourced Trading Surveillance, OTS, is an independent department within Trapets that delivers operational trading surveillance as an outsourced service to firms and venues. The service includes the whole range of surveillance tasks; from implementation and tuning of the surveillance system InstantWatch Market, to monitoring all the client´s trading activity and reporting suspicious orders and transactions back to the client for final decision. As head of the surveillance department I had the overall responsibility that it complied with all rules and regulations, for example the obligation to report suspicious market abuse to the regulator or hand over disciplinary matters to the Disciplinary committee if a trading participant did not comply with the Burgundy rules. I was also responsible for the department´s budget and for leading and managing four surveillance specialists. I created the instructions and routines for processes and documentation, areas that were updated constantly and was involved in the creation of the Burgundy Rulebook and all updates of the rules due to changes in regulation and evolution of trading.I was also involved in the daily surveillance tasks that mainly consisted of real time surveillance of about 1300 financial instruments admitted to trading in the Burgundy trading system. When potential breaches of the Burgundy Rulebook or other regulations, such as the Swedish Market Abuse Act, were detected a deeper investigation was conducted before deciding on appropriate actions. The main task was to investigate suspicious market abuse (mostly insider trading and market manipulation) until the case was substantial enough to be handed over to the prosecutor´s office. I was responsible for the analysis of all Suspicious Transaction Reports that were sent from the market to Finansinspektionen. I held many lectures and educations on market abuse and suspicious transaction reporting to other authorities, banks and brokers and represented Finansinspektionen in several work groups on new rules and regulations within the EU.

The principal task was to register received reports from persons in an insider position and listed companies and to manage and develop this insider register. I was given the opportunity to improve and make the work more effective and proactive in the sense that I actively sought up persons and companies that did not fulfill their reporting obligations. The position meant a lot of contacts with the management of Swedish listed companies and also with the press.
