I hold a Master’s degree in Business Administration majoring in Finance from the University of Nairobi and have attended training in public finance both locally and externally including Harvard Institute for International Development and University of Connecticut in the United States of America.I have over 22 years’ experience in budget policy development, budget preparation and implementation and was involved in the reform of budget preparation and implementation that lead to the introduction of the Medium-Term Expenditure Framework budgeting process in Kenya in 2000.My experience in budget policy development involves the examination of the allocative and technical efficiency of the budget in order to assess its ability to stimulate economic growth. This expertise enables me to offer advice on how the Government’s revenue raising decisions including debt management and taxation in the national budget will impact both the public and the private sector. Public sector fiduciary responsibilities have tremendous impact on the economic growth and the performance of the private sector. I have experience in governance issues in the public sector having been a member of a multi-agency Secretariat that prepared and developed a handbook on public service integrity program that was used to train integrity assurance officers in the public service. The Handbook comprehensively covered all the relevant topics on anti-corruption including corruption risk assessment and development of corruption prevention plans. The Secretariat undertook extensive training of the integrity assurance officers throughout the country. In addition, I have also been involved in addressing governance issues in various public sector organizations that resulted in the restoration of suspended funding by development partners.I have served as a Board Director in several public sector organizations with mandates in education, agricultural finance and health for a period of nine years and have attended the World Bank funded Mwongozo Induction Program for Boards of State Corporations and also the Effective Director Executive Program (Corporate Governance) by the Strathmore Business School which further enhanced my skills in board director ship.These skills and experiences place me in good standing for board directorship in either public or private sector organizations.
