Peter serves as the Deputy General Counsel for Policy, Monitoring & Corporate Affairs at the U.S. International Development Finance Corporation (DFC). DFC is the U.S. government’s development finance institution. DFC partners with the private sector to finance solutions to the most critical challenges facing the developing world today and supports U.S. foreign policy. We invest across sectors including energy, healthcare, critical infrastructure, and technology. DFC also provides financing for small businesses and women entrepreneurs in order to create jobs in emerging markets. DFC investments adhere to high standards and respect the environment, human rights, and worker rights. As Deputy General Counsel for Policy, Monitoring & Corporate Affairs, Peter is responsible for providing DFC, its General Counsel, President & CEO, Board of Directors, and other leaders and staff members with legal counsel on a wide range of international finance, investment and banking issues associated with DFC’s activities and mission. His portfolio includes:• Advising on all legal aspects related to the strategic planning, policy guidance, and management of the Corporation, ensuring alignment with DFC’s development and foreign policy mandates in compliance with DFC’s authorizing statute and other laws;• Overseeing the delivery of legal services supporting programmatic activities involving portfolio management, distressed projects, political risk insurance, and technical assistance; and• Providing counsel on government regulations and laws that impact administrative aspects of the Corporation’s operations in a wide variety of other areas such as appropriations, strategic planning, corporate governance, relations with other agencies and stakeholders, human resources, facilities, procurement, transparency, ethics in government, Freedom of Information Act (FOIA) requests, and security.Peter’s duties also include serving as Acting General Counsel in the absence of the incumbent.

Peter joined Schnitzer Steel Industries, Inc. in July 2015 as Senior Vice President, General Counsel and Corporate Secretary. Schnitzer is one of the largest manufacturers and exporters of recycled metal in North America and a manufacturer of finished steel products with revenue of $3.5 billion (FY2022) and 3500 employess located at over 100 operating facilities in 25 states, Puerto Rico and Canada and with sales to customers in 29 countries. Schnitzer has seven deep water export facilities located on both the East and West Coasts and in Hawaii and Puerto Rico. The Company's integrated operating platform also includes auto parts stores with approximately 5 million annual retail visits. The Company's steel manufacturing business produces finished steel products, including rebar, wire rod and other specialty products. The Company began operations in 1906 in Portland, Oregon.Reporting to the President & CEO, Peter served as Schnitzer’s chief legal officer for over seven years responsible for directing all legal and corporate governance activities of the Company and headed the Legal, Regulatory and Corporate Environmental division. Peter is also a key business partner to the executive management team and served as Corporate Secretary of the Board of Directors. In addition to leading the Company’s legal function, Peter led and managed the Company’s corporate environmental, regulatory compliance, licensing and real estate functions. He also served a member of the executive committee of management and was the executive sponsor of the Women's Employee Resource Group. Transitioned to advisory role September 1, 2022. Peter is a member of the New York State, District of Columbia, and U.S. Supreme Court Bar and is a Virginia Corporate Counsel Registrant.

Served as USEC’s chief legal and corporate governance officer, with responsibility for all legal, government relations and compliance matters for the corporation and its subsidiaries. With revenues of $2 billion (FY2010), USEC is a global energy company that is a leading supplier of enriched uranium fuel for commercial nuclear power plants, acted as the U.S. government’s executive agent for the Megatons to Megawatts nonproliferation program with Russia, and performs government contracts work for the U.S. Department of Energy (DOE). Advised the CEO, senior officers and Board of Directors and served on the five member executive committee of management. Managed legal and government relations departments and corporate secretary staff of fourteen, including eight attorneys, with an outside counsel budget of $5 million, providing legal advice and support across the full range of matters including project development and financing, SEC filings, compliance, corporate governance, government contracts, antitrust, trade and regulatory matters, litigation and employment matters. Also participated as a key member of management in strategic and business plans and decisions and in execution of the company’s government relations function. Played a leading role in structuring, negotiating and emergence in September 2014 from Chapter 11 bankruptcy restructuring as Centrus Energy Corp.
