Malta, Regularly Visits Brussels

• Researching and ensuring that Bank of Valletta will be able to tap into Malta’s EUR 1.2 billion Structural and Cohesion Funds for the 2014 – 2020 Programming Period. Participated in the consultation process conducted by the authorities and brought down European Investment Fund expertise. • Prime mover in ensuring a successful implementation of the first EU loan guarantee scheme in Malta with a portfolio of EUR 51 million. Built on the great success attained this, is being further topped up with another EUR 12 million. JEREMIE Malta has been seen as a best case study model for other EU Member States. • Actively involved in assisting the Bank tap into EU Centralised funds through the drafting and negotiation process of a loan guarantee scheme. • Accountable for leading a team of one manager and two research analysts to handle research on enhancing the access to finance for SMEs through EU financing opportunities, the development of related products and services. This also involves the identification of market opportunities and handling customer requests and the organisation of information sessions on a regular basis. • Ensuring that EUR 100 million worth of EU Rural Development funds are handled through the Bank and developing related financing opportunities to maximise on the benefits that end user operators attain.

Belgium And Malta

• I am actively involved in the Bank’s Payments Strategy Core Team. This project team is responsible for the restructuring of the Bank’s strategy and operations as a result of the Single Euro Payments Area (SEPA) project and the transposition of the Payments Services Directive (PSD) into national banking law. • For the last eight years, I have presented the Maltese Banking Community on the European Payments Council. The European Payments Council based in Brussels is responsible for the rolling out of the SEPA project and drafting of the rule books and frameworks in conjunction with European Institutions such as the ECB and DG Competition and DG Internal Market.

Strategy And Business Development Department

My role as Senior Manager on EU Affairs involved researching, analysing, processing, evaluating and interpreting economic, monetary and financial data, with the compiling and drafting of the related reports and position papers. These reports and position/ consultation papers were distributed to the Bank’s Executive Management and the national Banking Association for the establishment of joint positions. Following the financial crisis within the European Union in 2008, the dossiers that I actively pursued were, namely:• The field of supervision with the creation of the new European Central Bank’s additional function with the Banking Union (Single Supervisor Mechanism) project, the establishment of the European Stability Mechanism, the revamping of the financial services legislative framework particularly the BASEL III Accord (CRD VI) and the establishment of the new regulatory agencies;• Analysing the developments taking place in the European and international financial markets;• The European Central Bank’s monetary policy decision within the on-going crisis and the launching of the longer-term refinancing operations, to ensure that there was enough liquidity within the pan European financial markets; and• Development within the area of the EU taxation policy which included the Taxation of Savings Income Directive and the exchange of information amongst other initiatives.

Malta

• Evaluate EU Educational Programmes including Comenius, Erasmus, Grundvig, Leonardo da Vinci and Transversal. This involves consulting with the documentation provided by the EC on evaluation and selection of proposals and additional documentation issued by the EC. Whilst consulting with the European and National Priorities according to the calls involved. Assessing qualitative and financial aspects of proposals on official assessment templates.

I have been lecturing with the ifs University College UK since 2006. I lecture threemodules on the BSc (Hons) in Banking Practice and Management which has aframework for Higher Education Qualification level 6.The three modules that I lecture are: (a) Financial Services: The CommercialEnvironment; (b) Strategic Management in Financial Services; and (c) Work-basedLearning.(a) Financial Services: The Commercial Environment - This module focuses on themacroeconomic environment surrounding EU countries and financial servicesorganisations. It looks at the theories of intermediation, the process ofdisintermediation, macro economics, functions, tasks and responsibilities of theECB, recent developments concerning the Banking Union, prudentialsupervision, SEPA, consumer protection, economic and monetary union, EUbanking and financial services regulations, the regulatory environment andtechnological drivers that impact on the financial services in practical terms;(b) Strategic Management in Financial Services; and(c) Work-based Learning Mentoring.

Euro Changeover Department Malta

• I was actively involved both in strategic and operational project management of the Euro Changeover project. I actively contributed in the area of internal and external communications through numerous articles (for the local and international media), internal and external web site creation, local television interviews and a significant number of presentations for businesses community and the general public at large. • The Euro Changeover project involved our active exchange of ideas and team building with our French, Belgian, Slovenian and Cypriot counterparts through on-site visits and the video conferencing. • The success of the changeover project was due to the teamwork, opening communications and open flow of ideas that we built during the four years of preparations. The highlight of the project was when I gave a presentation to the EU PAN II meeting on our post experience on the Changeover Project with DG ECFIN and new Member State officials with the EU Commission’s Central Offices in Brussels in March 2008.

Strategic Planning Unit Malta

• Reviewed the relevant strategic documents in the field of financial services, regional, enterprise and competitiveness and innovation policies in order to assess their suitability for sector wide approach with the EU’s acquis communautaire and the 2004 - 2006 programming period; • Conducted needs assessment and analyses the readiness of Bank’s structures to adopt and implement’s the EU’s acquis communautaire in the area of financial services, regional and enterprise policies; • Reviewed drafts of positions on Malta – EU negotiating papers and provided relevant inputs for the improvement in areas of financial services, regional and enterprise policies;• Assisted sector working groups for the private sector in understanding and defining correlation between Common Strategic Framework, policy area, sectors, measurers and indicators applying holistic approach to the sector but also provided quality inputs for each of the programming segment and development of relevant documents; • Organized coaching and ‘training’ on the EU’s acquis communautaire related to financial services, regional and enterprise policies. This training was mostly supported by DG Enlargement through the TAIEX programme.

Strategic Planning Unit Malta

• I was actively involved in the strategic planning process of the organisation particularly that concerning business generation, the local economy and the impact of Malta’s EU membership on the financial services sector and various local industries including manufacturing and tourism. • I have written numerous speeches and done numerous presentations of the Bank’s Chairman and Chief Executive Officer used during national and international conferences and the Annual General Meeting.
