Senior Strategic Asset Management Specialist. Ongoing support to Aboriginal Shire Councils in Quensland covering all Council infrastructure and provision of specialist advice and mentoring to Parks Departments of Urban and Regional Councils.

Managed the operations, maintenance and minor works to 6,800Ha of parks, reserves and open space areas across the region with 200+ multi-disciplinary staff and an operating budget of $30M. Worked closely with internal stakeholders and the MBRC region community. Also supported the unification of services transferred into MBRC from the three amalgamating councils. Brought new levels of responsiveness and engagement to the new department based on a heightened strategic-focus. • Implemented Workplace Health and Safety procedures and practices which resulted in a 50% decrease in lost time injuries over a 12 month period.• Directed change management process to integrate the staff of the three former Councils into one department eliminating silo approach to services and fostering shared vision and new levels of collaboration and engagement. • Spearheaded development and implementation of asset management strategies and systems to better align Council’s resources, improving service consistency and enabling negotiation of common service standards across the council.• Concurrently operated as Deputy Executive Officer of the MBRC Local Disaster Management Group, and Controller of the Emergency Co-ordination Centre.

Recruited to drive departmental business improvement with the aim of strengthening service standards and strategic alignment. Leading a division with 105 multi-disciplinary staff and a combined OPEX / CAPEX budget of $19.5M, linked with the mayor, councillors, and community to deliver transformation in operating practices that improved service responsiveness to community needs whilst cutting costs and improving business transparency and resource usage. • Led the development and implementation of asset management strategies and systems enabling quicker response to service requests and lower prices in parks maintenance contracts.• Undertook departmental review and implemented change management processes which resulted in 5% reduction in operating costs. Achieved budget (or better) in capital expenditure each year.• Managed the planning, design, development and maintenance of 3,600Ha of parks, reserves and open space areas throughout the Shire maintaining consistent rating in top 3 of Council’s services in the annual community survey.• Completed a review of all open space policies and operational guidelines addressing policy gaps and redundancies and ensuring clearer staff instruction and operating frameworks.• Built new levels of collaboration with local councillors ensuring unified approach to community service needs that improved strategic alignment and service responsiveness.• Operated as Deputy Executive Officer of the Pine Rivers Local Disaster Management Group.

Seconded for 6 months in the wake of restructure and new strategic directives to embed newly introduced asset management and planning processes across the capital works team. Managing a group of 14 specialist staff and annual capital works budget ($750M), developed and presented strategic asset management training across the region securing widespread engagement and visible improvements to project performance in line with strategic priorities. • Operated as Project Manager for multiple departmental project priorities including proposed Sunshine Coast Hospital, extensions to Nambour Hospital and new buildings at the Royal Brisbane Hospital.• Negotiated land dealings, lodgement of Development Applications and preparation of Ministerial Designation applications. • Led improvements to the capital works budget system and the development and implementation of an associated training package for regional staff in asset management principles and practices which achieved better prioritisation, costing and timing for projects.

Management of 36 multi-disciplinary staff with an operating budget of $3.4M. Managed the Building Capital Works Program of >$40M including land dealings and planning applications. Led facility management of the Kedron Park Complex (750 staff), procurement policy and practice, including warehouse and logistics. Credited with centralisation of staffing operations that improved efficiency, project outcomes and cost control, and propelled the service responsiveness of capital works.• Implemented new Maintenance Management Framework and the first Condition Audit of all DES properties enabling the development of a strategic maintenance plan and increased funding (200%) to high risk maintenance items.• Conducted Operations Support Review resulting in the creation of the Property and Facility Management Unit within DES enabling acceleration of the building capital works programme and savings of $250,000 per annum.• Adoption of the QAS Master Brief for the development of Ambulance Stations and the QFRS Design Standards for the development of Fire Stations resulting in a reduction of design fees of 1.5%, saving up to $300,000 per annum.• Developed design standards for Ambulance and Fire Services cutting project documentation times 30% and reducing costs through reduced lead times on delivery of goods and services.• Composed Cabinet Briefs, and other ministerial and executive briefs and correspondence, developed policy, procedures, guidelines and associated training.

As Principal Project Manager and Principal Landscape Architect for Queensland Parks and Wildlife Service programme managed QPWS’s $9.4M Capital Works Budget and authored its Site Planning Manual which guided the development of infrastructure on the state’s national parks and other protected areas.

Working as a Landscape Architect for Brisbane City Council, initiated and completed Brisbane City Council’s first strategic asset management study which resulted in a renewal program for playgrounds.
