 Widely acknowledged as the sole subject matter expert on the structure, utilization and allocation of resources within RailCorp’s 1000km+ fibre optic network. Provided leadership to a team of GIS/CAD operators and technical specialists to establish a Geographic Information System (GIS) as the primary operational asset management and design configuration storage system for RailCorp’s communications division. Successfully promoted the value of the GIS to an ever expanding user base through site visits to Field Depots and Head Office presentations. Negotiated with Design Engineers to replace their stand-alone record systems with use of the GIS by understanding their needs, translating and importing their data and incorporating changes in the GIS to meet their requirements. Actively participated on the Communications Configuration and Control Board, focusing on business and operational risk avoidance and mitigation. Demonstrated an ability to ask ‘outside the square’ questions, to test the thoroughness of Design processes

Managed 32 permanent and contract RF and Fibre Network Designers during the construction of “… the largest and fastest rollout in cable television history”.Conceived and programmed a database application which reduced individual Fibre Design calculations from 30 minutes by manual methods to 20 seconds for the Optus HFC network.Developed and supported a Network Record system (56 databases) to track the fibre network architecture in four states and calculate laser choice and time critical settings for telephone network equipment.

 Researched the Optus Vision Hybrid Fibre Coax (HFC) network model and produced an end to end detailed HFC block diagram, identifying every network component type from Exchange HeadEnd to Customer Set Top Box. Successfully created an equipment coding convention for the entire HFC network structure. Developed, implemented and managed a work order preparation process covering the construction of all internal plant in Optus Vision’s HFC network Exchange buildings. Hired and instructed new staff in the group with the knowledge gathered through networking with various subject matter experts.

 Successfully responded to hundreds of tenders for Local Area Networks (LAN) utilising all forms of coaxial, shielded, unshielded, fibre and broadband cable technologies for multi-storey commercial, government and military buildings, ADFA and TAFE campuses, RAAF bases, manufacturing plants and large hospitals. Performed site visits and liaised with installation contractors to determine efficient design and construction parameters and costs. Designed LANs based on tender documentation and site visits. Estimated required Bills of Materials (BOM) and installation, testing and commissioning costs to satisfy design parameters and achieve target margins. Project managed delivery of BOM from Suppliers, installation, testing and commissioning of LAN. Prepared project handover documentation as specified by tender or internal standards. Developed and delivered client training on new facilities. Mentored new members of the Design and Project Management team. Planned, estimated materials and cost, and project managed the upgrade and re-deployment of 100 desktop PC’s and the rollout of 150 Virtual Office kits for Telstra staff across Australia, including provision of local training in five capital cities Conducted technical sales presentations to senior management, leading to purchase and installation of a unique product (Auto Shunt) in 207 Australian retail stores across all states. Designed and wrote the installation procedures and provided 24/7 contractor support during accelerated rollout of the Auto Shunt. Trained Help Desk staff in first line support and provided 24 hour ‘last resort’ fault resolution for 12 months

Technical Officer through to Manager Implementation Planning Planned, negotiated and wrote work instructions for conversion of all USA – Australia telephone circuits to a new signalling system via new satellite earth stations. Created a document record system to manage Australia’s international CCITT No. 6 signalling circuits without the benefit of a relational database system.
