Simple brief – move 38 very challenging learning-disabled people from an NHS campus to their own homes in the community in an expensive area – and you have no budget! Persuaded housing organizations, with previous bad experience of public sector, to partner with me to buy and adapt 7 high-end properties (including Henry VIII’s armourers house) –shortened processes from months to weeks using Lean Management approach. From zero budget I secured £7.8M business and Government funding during recession, successfully negotiating with leading bank on behalf of a partner housing provider.  Secured added value - enabled closure of costly and poor performing NHS Campus and replacement by ongoing housing supply for 25-year period, for Surrey learning disabled residents. Negotiating across multiple agencies, political and ‘personal’ agendas, managed extremely complex – often hostile – internal and external stakeholder and governance relationships. Successfully delivered new homes and support, including horticultural opportunities at homes, which led to vastly improved quality of life and reduced challenging behaviour for tenants along with reduced costs,

Briefed to find solution for forecast massive 15-fold registrant growth (100,000 to 1.5m persons) for England’s social care workforce regulator, with no staff headcount increase. Developed call centre outsource solution for operational business processes, making it attractive to the market by enabling a range of agencies to participate. Overcame senior opposition to outsourcing by linking aspirations of leaders and managers to corporate strategy and exposure to commercial best practice. Enabled operational staff to move from mundane administration to intellectually stimulating work, e.g. fraud prevention – providing for better ‘return’ from staff resources.

Tasked to unify business processes across four national UK social care regulators to counter care abuse concerns and deliver an improved workforce. Achieved full support of programme boards of Chief Executives and Directors and Department of Health, through focussed governance; member of GSCC leadership team. Led core and remote teams to forge unified business processes, catering for devolved national needs of multiple stakeholders – gained active involvement from operational staff.  Led major enabling software development (£13M) ready for ‘go live’ and external hosting, to budget, time and quality; ‘Green’ Gateway Review status for procurement readiness - as good as it gets! Demonstrated best practice programme management, hosting UK Government sponsored visit (2 weeks) of Russian team; positive response from Russians and UK Government.

Social Care: Built contracting and commissioning in two local authorities (across circa £35m & £29m budgets) for adult and children client groups for personal social care and support services, building capability in a new unitary authority and turning around a dire commissioning situation in a ‘failed’ authority. Forged strategic links and served on Executive Board of NHS Primary Care Trust.Construction: Strategic development of property portfolio and delivery of capital programmes and projects; all delivered on time and to budget and specification - a rarity in the industry! Observer on Access Committee for England. Earlier Military and Police experience: Global military service, enlisting at age 15 and trained as map maker and engaged on active service; police firearms with industrial dispute, and Chernobyl help desk experience.
