Locates funding for Center's programs; develops (with Board) strategy for programmatic growth. Pursues personal research on Russian foreign policy, Balkan politics, African development.

Analyses of grand strategy, international politics, corruption, transnational organized crime, cultural and economic limiters to democratization, and piracy. Advise, teach and work with US and foreign officers, State Dept., FBI, and other agencies. Countries of special interest: Azerbaijan, Russia, Ukraine, Somalia, Ethiopia, Brazil. Former Associate Professor (tenured) at University of Vermont, Professor of Strategy at NDU, President of largest public service union in Vermont. Wide experience in research for public and private organizations. Former Deputy Director of Kennan Institute.

Organized the largest professional organization in Vermont. Elected President in first faculty election of some one to represent them. Closely involved in faculty - executive negotiations, ran executive council meetings, where issues were identified, strategy for the new union elaborated. Worked intensively in the Vermont statehouse to familiarize Deputies with union.

Partipated in mapping ancient agricultural fields, and oversaw excavation of fields when directors were absent. Fieldwork done in Belize.
