The GMEL Partnership supported the UK Government’s Foreign Commonwealth and Development Office to deliver its monitoring, evaluation and learning strategy with a focus on transforming Fund-level systems and processes. As a technical adviser I provided advice and analysis on MEL systems as they relate to Annual and Program Completion Reviews. This includes conducting policy analysis and synthesis of the Annual Reviews for 88 programs with a combined budget of more than £1.2B for 2019-2020.

The Stabilisation Conflict Lessons Resource is an online collection of key documents on stabilisation and conflict issues. The documents collected are put together by people with extensive experience of stabilisation and conflict issues with specific subject matter experience. This role included undertaking a broad literature review of recent articles related to governance and stabilisation, analyzing their relevance for practitioners, and putting together a brief analysis of lessons learned.

Provide technical and programmatic advice to the Chief Technical Adviser of the Justice Sector Facility. This includes: undertaking comparative research, designing major activity streams (strategic planning, business process mapping), strengthening monitoring and evaluation, promoting national and district structures for justice sector coordination, design options for a future project, strengthening linkages to police reforms, and providing policy advice on steps towards a national justice sector coordination mechanism.

Providing technical advice to review and refine UNDP Bangladesh's Democratic Governance portfolio following the January 2014 election. This includes leading four working groups updating political analysis, identifying risks and risk mitigation strategies, refining existing projects and identifying new areas for development programming. Analysis was underpinned by Institutional and Context Analysis (ICA) and Political Economy Analysis (PEA). Also supported facilitation of two-day workshop for 50 senior UNDP staff and experts from OHCHR, EAD, UNDP Regional Office and DPA. Lead preparation of workshop report and reccomendations. Lead drafting of briefing notes and policy options for discussions with UNHQ.

Providing management and technical advice to UNDP projects in the areas of justice, security and human rights. Providing direct support to Chief Technical Advisers and UNDP Country Office staff working on: 1) Justice Sector Facility; 2) Judicial Strengthening; and 3) Access to Justice. This includes undertaking analysis on transitional justice and political developments in the lead-up to the 2014 elections. Designing a range of key activites such as: strategic planning processes for multiple justice sector agencies; justice sector-wide business process mapping; access to justice situational analysis; drivers of change for investigations/prosecutions. Also meeting government counterparts and assisting them with the development of seed fund proposals.

Under the overall guidance of the Assistant Country Director (Governance), I provide technical support to: project design of the Justice Sector Facility which is the initial phase of future justice sector trust fund; design of the extension of the Access to Justice project based in the Ministry of Law, Justice and Parliamentary Affairs; improving monitoring and evaluation for a range of UNDP projects working on justice and security; annual planning and target setting for the Judicial Strengthening project with the Supreme Court; concept notes for justice sector workshops (especially on gender related issues); editing and providing technical input on an “evidence based study of the justice sector/political economy study; advice on mid-term evaluation of the DFID and UNDP funded ($US29M) Police Reform Programme; as well as speech writing for the UN Resident Coordinator and attendance at the Regional Workshop on the United Nations Global Counter-Terrorism Strategy.

Providing technical advice to strengthen the design of a project on Rule of Law and Human Rights (US$25M) project in Nepal. This included providing advice to overall project design, including logframe (results framework), budget, monitoring and evaluation, and staffing. My specific focus was building the business case for foundational efforts for a sector-wide approach to the justice in Nepal. This included sharing lessons learned and international good practice from other jurisdictions; meeting with national counterparts; briefing the donor rule of law group; and leading design of a results framework, monitoring and evaluation framework and strengthening the project document/business case.

Under the overall guidance of the Assistant Country Director (Governance), I was responsible for leading UNDP programming in the areas of rule of law, human rights and the security sector. The Specialist is also the “Head of the Justice and Human Rights sub- cluster, managing and mentoring four programme officers, two adminisatration and finance staff, and various consultants. The sub-cluster includes six projects: 1) access to justice; 2) village courts; 3) national human rights commission; 4) police reform; 5) reducing case-backlogs in the judicary and 6) justice sector dialogue; with a combined value of around US$50M over the period 2010-2014. The Specialist leads annual work planning, strategic policy work and results reporting for the sub-cluster. This includes acting as the UN Country Team lead for the design, implementation and monitoring and evaluation of the governance component of the United Nations Development Assistance Framework. Responsible for donor coordination by representing UNDP as the co-chair of the Local Consultative Group for justice and human rights development programming alongside development partners and government officals.

Under the overall guidance of the Assistant Country Director (Democratic Governance), the Programme Officer is responsible for supporting UNDP projects in the areas of police and justice reform. The Programme Officer analyses political, social and economic trends and leads formulation, management and evaluation of programme activities. This includes playing a leading role in the formulation of Phase II of the Police Reform Programme (US$29M) and evaluation of Phase I. Phase I of the Police Reform Programme was a four year US$17M project with funding from the Department for International Development and European Commission.

Working directly to the UNDP Resident Representative, alongside the Senior Technical Adviser, the Elections Officer supported the political, strategic monitoring and programme management of the Preparation of the Voter Roll with Photographs (PERP) project. Key tasks included: working with officials from the Bangladesh Election Commission, military, project team and development partners;monitoring and evaluation of voter registration, including numerous field visits to remote parts of Bangladesh to assess the impact of voter registration on minority groups; preparation of an international communications strategy and support to national awareness campaigns; examination of privacy issues relevant to the protection and use of an electoral database which formed the basis of the National Identity Card initiative, including the preparation of a Privacy Impact Assessment of the electronic database created as part of the voter registration process; represent UNDP and brief development partners on issues related to elections and voter registration through the Local Consultative Group mechanism; and undertake political and security analysis and political scenario planning for the UNDP Resident Representative.

The International Defence Relations Branch is a high profile unit that provides policy advice and analysis on international political and security issues to the New Zealand Government. The Branch is also responsible for managing New Zealand's bilateral and multilateral defence relations and works closely alongside foreign officials. It provides advice to the Minister of Defence, Chief Executives, senior defence force personnel (such as service chiefs) and is the civil/ military policy interface with other government departments, including working closely with the Ministry of Foreign Affairs, Police, Customs, Treasury and the Department of Prime Minister and Cabinet.
