Prior to retirement, my responsibilities include identifying emerging technologies and developing new applications incorporating these technologies to realize novel solutions not previously attainable; specifically in the realms of advanced missile defense, space situational awareness, and counter space. In parallel he works with government customers, business development, finance, facilities, and the overall engineering organization to scope the performance, schedule, and resources required to best meet the needs of all stake holders.

Business Development Manager for National Security in EO/ISR. Responsible for developing new markets / new business areas for the Space Systems Division concentrating on the Department of Defense sector. Mr. Wheel has successfully penetrated new markets in the Space Superiority and MASINT arenas. He leads the efforts coordinating facility operations, engineering, contracts, and finance to assure resource deployment in support of new product development in these new markets.

Senior Scientist and team leader of the Advance Programs Group in the Electro-Optical Center. Wrote numerous proposals including two separate subsystem proposals for Tactical Tomahawk, competing against seven defense and commercial vendors; both proposals were the sole winners in the respected categories. Performed top level and detailed requirements flowdown and system analysis. Analyzed, modeled, and quantified the following: efficacy of data fusion from multiple platforms; defended footprints; national asset deployment; environment and target phenomenology; EO sensor characteristics; interaction between the sensor, video, and tracker electronics; end game scenarios; LADAR’s; and active fuzing subsystems.

Managed engineers; interfaced with customers on a daily basis; marketing of new customers; and identifying and utilizing contract vehicles for contract add-ons. Technical responsibilities included: a photoreconnaissance aircraft; shuttle deployed satellite EO/IR experiment; and cryo-cooler technologies.

Developed electro-optical system product concepts based on discussions with customers on their particular mission objectives. Program Manager and Principle Investigator on several projects and proposals.
