Directing all aspects of the project management initially managing the support services for this multi-million-dollar project covering Technical Engineering, Procurement, Project Controls, Contracts & Commercial, Cost Control and Specialist Airport Systems in close liaison with field Project Managers and major specialist subcontractors. Working collaboratively with Project Managers, Construction Managers and Specialist Subcontractor Managers to support the ongoing Works and identify potential challenges and work with Designer, PMCM and Employer to find solutions to project scope discrepancies to meet the objectives and progress the Works to adjust contract deliverables or scope of work to meet changing owner needs. To remain flexible and innovative under the constraints of the worldwide COVID 19 pandemic and adjusting strategic planning and Works execution to maintain careful consideration of project’s schedule and budget. Execute quality control initiatives, confirming construction meets project standards. Involved in the leadership of the overall Project Safety Management, ensuring compliance with contract requirements and regional rules and regulations.

As Project Director, oversee all aspects of project management for large-scale civil engineering projects, coordinating a core team of Site Managers, Supervisors, and Specialist Subcontractor Managers to achieve key project objectives and deliverables, quality control, project safety and ensure compliance with contract requirements.Major Projects:• AMI 250 Construction Logistics Package 1, Al Maktoum International Airport: Constructing infrastructure facilities to support future airport expansion. Scope includes building temporary roads, 190K sqm administrative complex with high specification offices (and all associated utilities) for DAEP and their Consultants. Contract included erecting 28km of perimeter fencing with three security-controlled entrances. Awarded contract value: AED 457m ($124m).• South Airfield Development & Rehabilitation, Abu Dhabi International Airport: for rehabilitation of existing South runway: construction of new taxiways and runway widening at Abu Dhabi International Airport. Scope included reconstructing existing 4.5Km runway from 45m to 60m width tying into existing taxiways. Additional deliverables included supply and installation of new airfield ground lighting (AGL) system, storm drainage, utilities, as well as major earthworks and site grading for future taxiways (requiring 1.8 million cubic meters of cut and fill). Contract value: AED 364m ($99m).• Midfield Airside Road Tunnel (M.A.R.T.), Phase 1: Constructing a tunnel under South runway at Abu Dhabi International Airport. Scope included construction of 585 metre reinforced concrete tunnel with twin roadways and service corridor. Contract value: AED 162m ($44.1m).• Midfield Airside Road Tunnel (M.A.R.T.), Phase 2: Executed operations within live airfield environment. Scope included completion of a concrete tunnel structure to South Terminal, complete fitout of all associated mechanical, electrical, and plumbing works. Final Contract value: AED 382m ($104m).

At Arab Trak, I utilized my extensive knowledge of US Government (DoS/DoD/USACE) contract systems and regional experience to provide technical construction management guidance for the preparation of scope of work and cost proposals for major infrastructure projects within the Middle East & Africa.Major Projects:• Consultancy to ITSI-Gilbane International as Technical Lead on estimating team for IDIQ Program for the United States Army Corps of Engineers’ (USACE) for MENA region, including major airport infrastructure solicitations.• Al Rustaq Air Base (Oman), Al Udeid Air Base (Qatar), and Camp Lemonnier (Djibouti): project deliverables included construction of maintenance hangars, asphalt taxiways, pavement quality concrete aprons, apron lighting, airfield ground lighting, pavement marking, signage etc.• US Naval Base (Bahrain): Expansion and rehabilitation of port facilities and infrastructure.• Construction of military facilities in Afghanistan and other classified projects within the region.

As Senior Director for Construction, I led all financial and operational aspects of construction and engineering for company’s various task orders for US Government agency clients throughout Afghanistan, including US Department of State, US Department of Defense, US Army Corps of Engineers, USAID, and AFCEE/AFCEC. I held responsibility for process improvements within all aspects of field operations, identifying and implementing solutions to improve efficiency and reduce costs. I worked tirelessly to enhance the business’ overall capabilities within Design-Build Management, FEED Engineering, and construction contracting business, effectively increasing the company’s market share within a niche construction field. Major Projects:• Kabul International Airport: Construction of 3No. pavement quality concrete aprons (111,000m2), maintenance hangars, Jet A1 fuel storage facility, asphalt taxiway, and AGL directional signage.• Kandahar Airbase: Pavement quality concrete apron (23,000m2), helipad, and access taxiway to airfield’s operational ramp and main runway.• Construction of major regional Afghan police training facilities, as well as support bases for DynCorp workforce personnel throughout the country.• 650-person life camp in Kabul for program personnel.• Flight operation facilities, along with 350-personnel life support camp, at Kabul International Airport for INL Airwing and DEA flight operations.• Two Afghan Army Battalion Headquarters in Kunduz and Jalalabad.

I joined a dormant family enterprise, cultivating trust among its business owners and revamping its policies and procedures to sustain and grow operations during an economically unstable period and beyond. Reporting directly to the Managing Partner, I directed the financial and operational aspects of contract activities within Oman. I identified and captured opportunities to enhance and diversify the company’s business activities, expanding its services from Petroleum Development Oman (PDO) to include independent oil and gas production operators within Oman. Initiated and developed highway construction division with the Company and attained Class A registration with Ministry of Roads & communications. In addition, I assessed existing field operations and contracts, implementing initiatives to streamline their efficiency and expand business capabilities (achieving ISO 9000 certification, modernizing equipment fleet, etc.).Major Projects:• Thumrait Air Base (Oman): “Fast track” project for R.M.S./US Air Force (Red Horse Brigade), constructing a 97,500m2 pavement quality concrete apron, associated taxiways, AGL, signage, and associated infrastructure. • Al Masirah Island Airbase (Oman): Expansion, rehabilitation and maintenance works.
