• Administer planning, site improvement and acquisition grants (over $15 million since 2007) awarded to local jurisdictions for public access and natural resource restoration projects serving regional goals and objectives.
• Project and Assistant Project Manager for public access and natural resource restoration projects on Conservancy owned properties. Work Plan development, including schedule and budget development; consultant contract.
• Project and/or grant CEQA Cat. Ex. or Initial Study development, review and MND/ND Governing Board approval.
• Evaluate grant applications; develop scopes of work, budgets, and schedules, approve grant deliverables including conceptual designs, feasibility studies, resource constraint evaluations and site construction plans.
• Review and approve grant and professional services contract invoices consistent with contract terms and State law. Monitor project construction progress and consistency with approved design.
• Coordination with CA State and local jurisdictions on land entitlements (easements, MOAs, Transfer of Jurisdiction) for project planning and site improvement or restoration projects.

• Supervise professional planning staff (approx. 25) conducting development application review for consistency with applicable regulations; develop and monitor staff work plans.
• Coordinate development of EIR/EIS/EIS documents for development projects with co-leading agencies, specifically regarding code and policy interpretation and application; impact identification with nexus mitigation.
• Administer regional Delegation and Exemption Memorandum of Understandings with local jurisdictions. Provide oversight and administration; training on code interpretations, program protocols and implementation.
• Assist with department operation logistics and efficiency including staff work assignments.

• Review proposed Regional Plan amendments, and development projects requiring EIS/EIR certification, including Master Plans; focused review for land use, recreation, housing, historic resources and socioeconomic impact.
• Report preparation and presentation to the Advisory Planning Commission and Governing Board.
• Extensive public and stakeholder contact, meeting facilitation and dispute resolution.
• Evaluation, tracking, maintenance and championing of the Recreation Thresholds (policy objectives for the Tahoe Region) including work program and funding strategy development.
• Supervision of seasonal staff (GIS database; Historical Resources Library and database).
• Environmental Improvement Program project development, revision.
