As the inaugural head led the successful merger of two multinational maritime HQs into a unified organisation, with enhanced Command responsibilities, delivered by 20% fewer staff on a single site. Achieved necessary cultural reforms to unify the new team. Successfully generated, through personal engagement and a wide-ranging, all-source communications strategy, robust senior political and military relationships across the 28 nation Alliance generating international authority of the new HQ.

Divisional Head of a wide group of departments, staffed by over 850 personnel, delivering essential support to the operational Fleet and defining future equipment requirements. As the HQ Chief of Staff led day to day business output. As Executive Chairman of the HQ Support Board was responsible for delivery of all operational support to the Fleet (65 active vessels). Through objective prioritisation, disciplined impact analysis and comprehensive risk management preserved outputs during a period of declining financial resources.

Directed the organisation instigated to counter extensive pirate activity in the Indian Ocean which threated trade routes. Served as leader of 120 EU staff, from 14 countries, with upto 2500 deployed personnel at sea and ashore around East Africa. As Commander, conducted comprehensive regional security analysis and then played a lead role formulating, and gaining approval in Brussels, for a novel EU maritime strategy which successfully helped to quell piracy. Accountable to the Higher Representative for EU Foreign Affairs, was personally responsible for forging multiple partnerships with industry, international bodies and regional states to create a unified and resilient approach to the problem.

Naval Planning and Strategic Director in MoD with authority and accountability for financial leadership for all Naval affairs within the department’s annual spending plan. Led regular programme spending reviews into areas such as infrastructure, personnel and UK ship maintenance capacity to ensure overall cost effectiveness and to deliver reform to meet the Government’s efficiency targets.
