As Commander of The Police Negotiation Unit, I held overall responsibility for the management and command of a team of 80 highly trained hostage negotiators. We were responsible for dealing with a wide range of crisis negotiation situations including counter-terrorist incidents, public order negotiations, serious criminal and domestic crisis incidents as well as suicide intervention and barricaded situations. I developed and delivered Crisis Negotiation Training both within the organisation and to external partners and organisations including The Education Department, Justice Department, Hospital Authority and Civil Service Training & Development Institute as well as a wide-range of local and overseas law enforcement agencies. I was frequently invited to speak at international negotiation conferences including the International Negotiator’s Working Group (INWG), the Calgary Crisis Negotiation Seminar and the California Association of Hostage Negotiators (CAHN) to name a few.In 2005 I was awarded a Commissioner’s Unit Commendation for an exceptionally high level of teamwork, consistently outstanding performance and continuous improvements in management and training systems, counter-terrorism readiness and ability to provide the Hong Kong SAR with a professional, effective and efficient negotiation service in crisis negotiations.
