Current• Lead attorney for agencywide comprehensive regulatory review and modernization effort, including being primary point of contact responsible for proposed and final rules at all stages of development and publication and for preparation of agency entries in Unified Agenda of Regulatory and Deregulatory Actions• Appointed Alternate Designated Agency Ethics Official by agency head in January 2023: o Administered all day-to-day functions of agency ethics program, including supervising ethics functions performed by other attorneys and staff members o Served as agency ethics contact for Presidential nominees, including drafting ethics agreements and working with White House and Office of Government Ethics staff to resolve conflicts of interest o Provided advice and training to Board employees (including Presidential appointees) regarding criminal conflict of interest laws, ethics rules, and Hatch Act o Evaluated offers of free attendance and travel expenses under 31 U.S.C. § 1353 o Reviewed and certified all public and confidential financial disclosure reports, including Presidential appointees o Served as agency administrator for the Integrity filing system• Represented the Board before U.S. Courts of Appeals, including personally presenting oral argument, and coordinated cases with U.S. Department of Justice• Provided analysis of proposed legislation to Congressional offices and committees and supported development of Board legislative proposals as part of budget submission• Provided independent legal advice on questions regarding appropriations and procurement law and represented the agency in contract matters before the Government Accountability Office and the Civilian Board of Contract Appeals• Primary attorney for questions involving all aspects of Board administration of Medicare for railroad workers under section 7(d) of the Railroad Retirement Act, 45 U.S.C. § 231f(d)
