Project SOAR is a Cooperative Agreement with USAID led by the Population Council and implemented in collaboration with Avenir Health, Elizabeth Glaser Pediatric AIDS Foundation, Johns Hopkins University, Palladium, and The University of North Carolina.

Responsible for all operations of the Southern Africa Office. Provided technical assistance to Ministries of Health, national AIDS programs and donors in strategic planning, conducting costing studies and cost-effectiveness analyses of prevention, care and mitigation programs, and modelling the cost and impact of health interventions. Work with governments and donors in the areas of health financing and sustainability analyses. Provide technical assistance and training for capacity building in costing and economic research.

Seconded to the Government of Botswana through the African Comprehensive HIV/AIDS Partnerships (ACHAP), a public-private partnership between the Bill & Melinda Gates Foundation, Merck Company Foundation, and the Botswana Government. Occupies a senior management position within the National AIDS Coordinating Agency to advise the National Coordinator and other key officials, including Cabinet Ministers, industry heads, and civic leaders on strategic and policy issues regarding HIV and AIDS.Key responsibilities have included the development of Botswana’s 2nd National Strategic Framework for HIV/AIDS 2009-2016; the review and redrafting of Botswana’s National Policy on HIV and AIDS; the Mid-Term Review (MTR) of the Botswana National Strategic Framework for HIV/AIDS 2003-2009; and developing a national strategy for HIV/AIDS mainstreaming, spearheading the move to mainstreaming as a management approach.

Developed national HIV/AIDS strategic frameworks in Ghana and Botswana, and national/sub-national operational plans in Ethiopia and Namibia. Assisted Ghana’s Country Coord. Mechanism to develop a successful first round Global Fund proposal.Supported development agencies at headquarters and country levels. Assisted UNAIDS Secretariat to develop ‘Country Implementation Readiness Assessments’ of 114 countries for Global Fund Board's first meeting, and reviewed and analysed Nat.AIDS Control Programs in Africa for the IXth International Conference on AIDS & STDs in Africa (ICASA). Developed UNDP Namibia’s four-year HIV/AIDS Program Support Document.Assisted Joint UNAIDS/GTZ/EUMOA Satellite Conference on Mainstreaming at the XIIth ICASA to develop a conceptual framework and implementation principles for mainstreaming HIV/AIDS. Supported early Ministry level mainstreaming in Ghana and Botswana and formulated a mainstreaming approach for GTZ’s non-health sector programs in Ghana.

Provided technical support to the Ministry of Education in Ghana for the design of a coordinated and integrated national monitoring and evaluation strategy for education policies, programs and sector development. Assisted with the design and facilitation of capacity building programs for the Ministry of Education and the Ghana Education Service to strengthen key personnel at central and district levels for monitoring and management.

Collaborated with Academy for Educational Development and Save the Children Fund/US to implement a USD50 million community-based school support program in Ghana sponsored by USAID. Assisted with the conceptualization, development and implementation of the Community-School Alliances Program, aimed at promoting greater community links with, and support to the local education system.Assisted with the design and implementation of an NGO management capacity building program to enhance Civil Society’s role in the implementation of the USAID sponsored education project including the development of an Organizational Capacity Assessment (OCA) tool for the Ghanaian NGO community in collaboration with PACT, Inc. Designed sub-grant agreement protocols for use between USAID and the Ghanaian NGO community for disbursement of USD 500,000 in support of local level educational development programs.

Worked within the Ghana Education Service to provide rural-based technical education and advise its Technical Division on further implementation of the World Bank sponsored Senior Secondary Technical School Program.Served as rural education extension agent, mobilizing communities in conjunction with the Jaman District Education Oversight Committee and the Brong-Ahafo Regional Education Administration. With the District Educational Administration and local leaders, built community capacity to integrate planning, monitoring and management practices into Community Development Committees in seven rural communities.Cross-cultural and technical training advisor for US Peace Corps, Ghana. Built cross-cultural capacity for both Ghanaian and American training staff and provided cross-cultural training to all Peace Corps Volunteers in Ghana over a three year period. Assisted multi-sectoral training design and facilitation with a range of national and international collaborators.
