Identified best practices, issues, and recommendations resulting in policy and management changes to optimize capability across five federal agencies. Efforts included an evaluation design plan and milestones, research, data collection, interviews, analysis, development of findings and recommendations, and briefings to senior leadership. * Co-led a 16 federal agency data storage study to develop an overview of policy and requirements resulting in the implementation of electronic data management solutions and focus on petabyte-level storage requirements.* Conducted counterterrorism portfolio analysis and offered recommendations that identified efficiencies and enabled informed decisions by senior executive leadership.

Efforts resulted in the incorporation of intelligent agents for Navy-wide application. * Conducted damage and recovery assessment supporting Hurricane Katrina emergency management relief operations.
