• Part of leadership team that designed and implemented State response to the COVID-19 pandemic: (i) served as legal liaison to Northern Jersey Medical Coordination Center, realigning PPE and decanting low acuity COVID-19 patients from 19 regional hospitals resulting in over 1100 saved bed days for critical care use; (ii) facilitated establishment and operation of three field hospitals under State DOH license; (iii) served with the Hospital’s Crisis Management Team in the Medical Command Center, assigned to address critical inquiries from medical staff and morgue detail, and (iv) developed vaccination distribution plan for clinical personnel and Hospital service area based on CDC directives.• Lead attorney facilitating $250 million annual supply chain management and procurement system, including negotiating various healthcare and professional services contracts; re-tooled purchasing policy to streamline and simplify procurement processes thereby expediting supply of goods, materials and services.• Successfully negotiated $50 million Thermal Energy Co-Generation Development Project jointly financed with Rutgers University, New Jersey Energy Resilience Bank, the New Jersey Infrastructure Bank and Public Service Gas and Electric, to provide redundant thermal power and electricity to all Hospital facilities, with expected annual savings of $1.0 million.• Part of leadership team examining merger and acquisition opportunities and developing $850 million strategic CAPEX Plan.• Rewrote organizational bylaws for the Hospital, its Oversight Board and Community Advisory Council.• Support HIPAA, code of conduct and ethics compliance functions.

• Oversee all human resources, labor and employment, dispute resolution and litigation, compliance and code of ethics programs, risk management, legislative initiatives, organizational governance, procurement of goods and services, and negotiation of complex and diverse transactions from licensing and protecting intellectual property to financing commercial redevelopment projects.• Part of State leadership team restructuring Atlantic City government functions, and identifying public-private partnerships to facilitate economic and community development. • As Mayor, reduced 2009 annual budget by 88%, held 2010 budget flat, while maintaining consistent public services, and led controversial effort to consolidate police and public safety services with neighboring town.• As Committee Chair, led effort for federal and state disaster relief in aftermath of July 2004 flood that destroyed several dams, bridges and other infrastructure, successfully negotiating $2.2 million of FEMA public assistance, $12 million in state aid, $1.5 million in commercial financing for community non-profit, and raising private funding of $500,000 to jump start capital projects. All capital reconstruction projects completed by the summer of 2007, on time and on budget.• As project manager for community-based non-profit: (i) delivered on time and under budget a $2.3 million dredging project, prosecuted over an eleven month period without accident or injury, (ii) negotiated alternative transportation and disposal contract for dredged soils that realized project savings in excess of $1 million, and (iii) successfully negotiated $2.0 million settlement of class action lawsuit, recovering 100% of defense and indemnity claims.

• As Vice President and General Manager, led team that successfully reengineered and retrained corporate quality and environmental health and safety management systems thereby avoiding governmental fines and seizures of nationwide production facilities that jeopardized $60 million in sales, $27 million in EBITDA. Resulting implementation of new corporate quality and safety management system allowed for plant recoveries, and correction and prevention of all significant inspectional violations company-wide, without any lost sales or market share, while realizing higher productivity, lower landed cost to customers, and only nominal increase to planned CAPEX.• Working with Production personnel, developed new corporate regulatory compliance model for medical gases manufacturing, occupational health and safety, and internal quality assurance auditing. Led cross-functional team that created and implemented FDA-compliant validation protocols for medical gases manufacturing.• Represented the company in government inspectional and enforcement contexts and as public affairs liaison for the Crisis Management Team.
