Phil is an international recognised expert in the field of transportation noise with over 40 years experience specialising in a wide range of topics including vehicle and traffic noise generation, propagation and control and in developing models to predict noise levels from both road and rail traffic. He has contributed substantially to research commissioned by the UK Highways Agency, DfT and DEFRA and is co-author of the national noise prediction models used for assessing the noise impact from road (Calculation of Road Traffic Noise, CRTN) and rail (Calculation of Railway Noise, CRN) which are currently used in the UK for the purposes of strategic noise mapping. He has assisted in drafting revisions of the Noise and Vibration chapter of the Highway Agency’s ‘Design Manual for Roads and Bridges (DMRB)’ since 1994, including the latest revision, HD 213/11. Whilst at the Transport and Road Research Laboratory he was responsible for developing the method for converting the UK road traffic noise index LA10,18h to EU noise indices Lden and Lnight for the purposes of strategic noise mapping used in the UK to conform with the requirements of the EU Directive 2002/49/EC - relating to the assessment and management of environmental noise (END).He has also worked closely with the Department for Transport in developing vehicle noise test procedures at ISO Technical Working Groups including the development of the ISO test surface and methods for assessing the performance of road surfaces.
