Responsible for leading onsite construction activities on a number of projects, resolving technical challenges,driving safety and quality compliance. Establishing and growing collaborative relationships with clients, suppliers and subcontractors while growing the capacity and capability of the Central Earthmoving Team. In twelve months Phil worked to achieve Federal Safety Accreditation, MRWA R3 prequalification and MRWA Traffic Management accreditation to better the position of the company in the Civil Engineering marketplace. Phil joined McConnell Dowell to add to the growing portfolio of discipline strengths for the Western Australia infrastructure industry. Bringing extensive project, design and bid management experience in the MRWA market place will allow an increased understanding of client requirements and expectations. Successfully undertook further growth and reputation of McConnell Dowell within the Main Roads marketplace and developed long term team relationships with key design partners.

In his role as Operations Manager with Highway Construction, Phil was responsible for the smooth execution of projects undertaken by the company. This typically includes providing input into the tendering process, including the selection of project management personnel on a best-for-project basis, and negotiating terms across all contract types including cost-plus, fixed price, ECI and Alliance structures. Additionally, Phil oversees all project management plans and practices, with a strong focus on safety and traffic management and overseeing the design management process to ensure both safety and constructability in design. He also manages the project teams, client and project stakeholder relationships and has a strong reputation for proactively engaging stakeholders, including government agencies, road users, designers and service authorities.Phil oversaw the recent CCF Award Winning project at Murdoch Drive / South Street Intersection with MRWA.and Highway Construction.

Project Manager / Design ManagerGreat Eastern Highway/Road Highway IntersectionRoad and Bridge Construction $74 million MRWAThe project involved the design and construction of: 4 new bridges over live traffic and rail 3 underpasses 2.5 km of new pavement Reconstruction of Roe Highway and GEH intersectionKey Responsibilities: Due to the complexity of the work, there was significant liaison with local stakeholders, particularly businesses and the City of Swan. Phil was responsible for the smooth communication of construction issues (particularly as it pertained to traffic flows, both road and rail) with all interest groups and held regular meetings with the City of Swan. The management of such a high profile complex project with significant stakeholder management. The project won the Engineers Australia WA Award for Excellence in the Management of Engineering category.

Project Manager / Design ManagerReid Highway (West Swan Road to Great Northern Highway)$78 millionMRWAThe project involved design and construction of: 220m, 7 span RC bridge over Swan River 2.6km dual carriageway Reconstruction of Roe Highway/GNH/Middle Swan Rd intersection under live traffic Significant environmental, indigenous and community issuesKey Responsibilities: extensive liaison with the client and the Swan River Trust. Project management of all key issues that resulted in no LTIs, on time, within budget and commended by Concrete Institute of Australia for Environmental Sustainability for the designed solution. Engineering and Construction Management of a range of difficult conditions including the presence of poor ground conditions, high water table, Acid Sulphate Soils and extensive works within the Swan River and its banks. Phil also managed the implementation of a unique approach to ground stabilisation and piling resulting in new standards of engineering and environmental applications.

Construction ManagerMitchell Freeway Extension (Hodges Drive to Burns Beach Road) MRWA$110mKey Responsibilities: management of the installation of all ITS, street lighting and traffic signal components including 4 live traffic signal installations at the new ramp locations. Rail Construction ManagerKey Responsibilities: management of the installation of all rail elements associated with the re-alignment of the live Public Transport Authority passenger service. Works required extensive PTA liaison and planning. Three shutdowns of the rail line to facilitate the re-alignment were undertaken, including the initial 64 hour shutdown to allow the physical relocation of track, overhead traction power and communications backbone. The subsequent shutdowns of 56 hours facilitated the construction of the tunnel over the rail line. All works were successfully undertaken within the agreed shutdown periods leaving no unplanned rail outages. The project won the Engineers Australia WA Award for Excellence in the Management of Engineering category. Design ManagerThe project involved the design and construction of: 3nr, 2 & 3 span RC bridges at existing road crossings 1nr pedestrian footbridge 4nr RC underpasses 300m RC in-situ dive structure leading to – 200m RC arch rail tunnel 1km of PTA rail realignment including all overhead power, communications and signalling infrastructure 4.5km of new freeway construction New ITS provision Major utility relocations 2km noise wall constructed on property boundaries Significant community issuesKey responsibilities: management of the full design for this prestigious project. Design disciplines included civil, structural, electrical, ITS, traffic signal, landscaping, noise, rail signalling, rail communications, rail overhead traction power, including earthing/bonding and rail alignment. The co-ordination of all disciplines to IFC status within 9 months was a successful and complex undertaking.
