Phil has formed Metis (WA) Pty Ltd to build upon more than 34 years experience in the civil engineering industry. His particular expertise incorporates 18 years experience in design, project, contract, commercial and bid management roles on numerous Alliance, construct only & partnered design and construct projects in Western Australia primarily for MRWA, PTA and Local Government Authorities. Project management of all key issues that resulted in no LTIs, on time, within budget and commended by Concrete Institute of Australia for Environmental Sustainability for the designed solution. Engineering and Construction Management of a range of difficult conditions including the presence of poor ground conditions, high water table, Acid Sulphate Soils and extensive works within the Swan River and its banks. Phil also managed the implementation of a unique approach to ground stabilisation and piling resulting in new standards of engineering and environmental applications.

Rail Construction ManagerKey Responsibilities: management of the installation of all rail elements associated with the re-alignment of the live Public Transport Authority passenger service. Works required extensive PTA liaison and planning. Three shutdowns of the rail line to facilitate the re-alignment were undertaken, including the initial 64 hour shutdown to allow the physical relocation of track, overhead traction power and communications backbone. The subsequent shutdowns of 56 hours facilitated the construction of the tunnel over the rail line. All works were successfully undertaken within the agreed shutdown periods leaving no unplanned rail outages. The project won the Engineers Australia WA Award for Excellence in the Management of Engineering category. Design ManagerThe project involved the design and construction of: 3nr, 2 & 3 span RC bridges at existing road crossings 1nr pedestrian footbridge 4nr RC underpasses 300m RC in-situ dive structure leading to – 200m RC arch rail tunnel 1km of PTA rail realignment including all overhead power, communications and signalling infrastructure 4.5km of new freeway construction New ITS provision Major utility relocations 2km noise wall constructed on property boundaries Significant community issuesKey responsibilities: management of the full design for this prestigious project. Design disciplines included civil, structural, electrical, ITS, traffic signal, landscaping, noise, rail signalling, rail communications, rail overhead traction power, including earthing/bonding and rail alignment. The co-ordination of all disciplines to IFC status within 9 months was a successful and complex undertaking.
