In September 2022 formed own consultancy services company Rail Insight Limited.On behalf of tusp limited completed two rounds of network-wide maintenance deliverability assurance on Network Rail's CP7 Strategic Business Plan and Activity Based [Maintenance] Plans in support of their funding submission to ORR.

Spent more time on lapsed hobbies, with family, friends and on community work plus travelling and property renovation projects.

Directed a critical safety and culture change programme for Anglia route as part of the National Trackworker Safety programme established to respond to two Improvement Notices served on Network Rail by the government Office of Rail and Road (ORR) in 2019.Reduced ‘Red zone unassisted lookout working’ (i.e., working on the track with trains running and relying on human lookouts providing warning to trackworkers using just horns and flags) from 27% time on tools to below 1% and the Improvement Notices were subsequently closed by ORR.This reduction was achieved despite social restrictions imposed as a result of the Covid pandemic requiring innovative approaches to stakeholder engagement and collaboration.

Led a team of programme managers, project managers, project engineers, works delivery managers and support staff with a direct labour workforce of 170 who, together with framework contractors (for whom I acted as client representative), delivered capital works and maintenance sustainability projects across all engineering disciplines throughout the Anglia route.Grew the ‘turnover’ from £220m in Network Rail’s Control Period 5 [2014-2019] to £500m one year in to Control Period 6 in recognition of the enhanced delivery capability developed over the intervening period and built the Mobile Maintenance Train operation for the route.Despite the substantial additional safety exposure due to this increased growth in delivery activity, implemented initiatives in collaboration with frontline teams and framework contractors resulting in improved workforce safety from a peak of 0.77 to 0.06 Lost Time Injury Frequency Rate. Core member of the Anglia route Executive Team and Chaired a national forum of works delivery safety professionals.

Led the Anglia route-based infrastructure maintenance delivery teams and the route support team providing a range of professional services, guidance and advice to the delivery units. Route champion for infrastructure maintenance-delivered capital works, Deputy Route Infrastructure Maintenance Director and a member of the Anglia route leadership team. Worked collaboratively with asset managers and sponsors to provide delivery solutions for a myriad of situational needs. Implemented strong governance processes around the maintenance-delivered capital delivery programme and improved both capability and output to a new route record annual out turn for 2013/14 of £60m.In conjunction with this delivery success, designed and implemented the route programme (works delivery) organisation which went live in April 2014.

Led a team of engineers and managers with a total direct labour workforce of 520 and operational budget of £26m plus capital budget of £8m with accountability for the safe, reliable and efficient maintenance of the railway infrastructure on the busy commuter network in East London and Essex including Liverpool Street and Fenchurch Street.Delivered the total workforce organisational restructure (known as Phase 2BC) which initially displaced all staff then resettled them within the new structure whilst maintaining safety, compliance, performance and financial control throughout.Implemented an asset reliability programme which resulted in record breaking train service delivery performance during the 2012 London Olympic and Paralympic Games hosted at Stratford, a core station on my patch.

Led a team of engineers and managers with a total direct labour workforce of 320 and operational budget of £20m plus capital budget of £5m with accountability for the safe, reliable and efficient maintenance of the railway infrastructure on the busy commuter network in Southeast London including the London termini at London Bridge, Charing Cross and Cannon Street.
