Senior Programme Manager Trackworker SafetyNetwork Rail Jul 2020 - Jan 2022Anglia RouteDirected a critical safety and culture change programme for Anglia route as part of the National Trackworker Safety programme established to respond to two Improvement Notices served on Network Rail by the government Office of Rail and Road (ORR) in 2019.Reduced ‘Red zone unassisted lookout working’ (i.e., working on the track with trains running and relying on human lookouts providing warning to trackworkers using just horns and flags) from 27% time on tools to below 1% and the Improvement Notices were subsequently closed by ORR.This reduction was achieved despite social restrictions imposed as a result of the Covid pandemic requiring innovative approaches to stakeholder engagement and collaboration. -
Route Programme Director (Works Delivery) AngliaNetwork Rail Apr 2014 - Jul 2020Anglia RouteLed a team of programme managers, project managers, project engineers, works delivery managers and support staff with a direct labour workforce of 170 who, together with framework contractors (for whom I acted as client representative), delivered capital works and maintenance sustainability projects across all engineering disciplines throughout the Anglia route.Grew the ‘turnover’ from £220m in Network Rail’s Control Period 5 [2014-2019] to £500m one year in to Control Period 6 in recognition of the enhanced delivery capability developed over the intervening period and built the Mobile Maintenance Train operation for the route.Despite the substantial additional safety exposure due to this increased growth in delivery activity, implemented initiatives in collaboration with frontline teams and framework contractors resulting in improved workforce safety from a peak of 0.77 to 0.06 Lost Time Injury Frequency Rate. Core member of the Anglia route Executive Team and Chaired a national forum of works delivery safety professionals. -
