served as the deputy for a 2,300-person agency and function as the primary advisor to the commissioner. I oversee seven divisions: information technology, internal audit, product planning and performance, administrative services, human resources, anti-fraud, and data architecture. When I’m not collaborating with the CFO on two trust funds, I manage multiple fund sources and lead IT modernization projects as the executive sponsor. As a certified diversity executive, I also participated in the state deputy equity workgroup. My team of eight and I have succeeded in delivering billions in federal benefits to state residents during the pandemic. We have realized a 20% increase in claims from people of color and a 10% increase from persons with disabilities. In addition, I have captured .05% in unemployment fraud, the lowest identity fraud rate nationwide, by building a new fraud division, recruiting a Fraud Chief from private industry, and creating an autonomous fraud division with highly trained investigators.

I served as the executive coach for ten leaders, the commissioner, and 20 senior managers for a year. I built and facilitated the agency’s strategic plan and designed the first fully integrated human resources/organization development team with process improvement and change management. Furthermore, I oversaw a massive budget and all organizational development. Most importantly, I directed all leadership development within the agency, including a supervisor/manager development program and all centralized training courses such as Vital Smart’s Crucial Conversations. My successes were measured by realizing a 10% increase in employee engagement survey response rate and positive growth in 19 of 20 surveyed areas after building an employee engagement strategy synthesizing the previous three annual employee surveys. I also boosted process improvement support to over 800 requests in one year by rebuilding the Lean team and refocusing the culture, shifting to a customer service approach from a compliance approach.

In addition, I partnered with agencies and served on multi-agency teams for enterprise-wide training systems, leadership courses, and solutions. As the deputy section manager, I directed operations for 115 medical assistant specialist staff in MEDS headquarters. I drove program implementation and service delivery for Medicaid eligibility, enrollment, and post-enrollment case review. One of my primary responsibilities was to liaise with the regional medical enrollment administrator to oversee the regionally based staff and the section manager on issues and strategic planning opportunities for HCA services and Medicaid. As a result, we improved our understanding of labor rules within the collective bargaining agreement. Integrated teams together using change management. Under my leadership, we enabled two million state residents to secure healthcare previously unaffordable by implementing Washington Apple Health as a component of the Affordable Care Act. Furthermore, we eliminated a 120,000-person backlog and reduced delay to three weeks from three months by developing training and processes for state residents to get needed healthcare.
