About Phil Downs

Phil holds more than 25 years’ experience in employee benefits, benefit design, insurance, employee benefit orientation and training. Since 2007, he has been on the leadership team at ESI Employee Assistance Group, the parent company of Educators’ EAP. In his tenure here, Phil has been our lead Client Services executive to our many educational clients, which range from Boards of Cooperative Educational Services and school districts to stand-alone schools.Prior to his work at ESI Employee Assistance Group, his experience included affiliation with several premier benefit providers, brokerages, and insurance companies, including Commerce Insurance, Prudential Financial, and Provident, among others. Mr. Downs holds a B.A. Public Policy from Rochester Institute of Technology – Eisenhower College, where he graduated magna cum laude.
