Leading a team covering three functions and reporting directly to the President of CRA, have responsibility for the development and maintenance of the regulatory strategy and strategic planning activities, quality management, as well as project/budget management and reporting. Key achievements include:• Developed CRA's Strategy 2016-2019, to establish a 3 year regulatory roadmap for Qatar, taking into account; service and spectrum licensing requirements to support market development; and the prevailing and emerging challenges faced by the sector. • Led preparation of CRA's annual Operational Plans to support the implementation of the Strategy and ensured work activities were aligned with the Strategy and managed associated project budgets;• Led periodic reviews to determine progress made with implementation of the Strategy and prepared reports for CRA President;• Led the development of a forward looking policy and regulation on quality of telecoms services;• Led CRA’s initial steps towards the implementation of a quality system based on ISO9001; and• Developed and implemented project and budget management methodologies to ensure predictable and transparent delivery of work activities and effective use of financial resources.

Managed all matters related to telecoms service licensing, compliance and supporting policies. Key achievements in this role included:• Prepared and issued the Individual License for the provision of “Public Satellite Telecommunications Networks and Services" to Qatar’s first satellite operator 'Es’hailSat’;• Prepared and issued the Class Licence for the provision of "Telecommunications Services on Aircraft”;• Prepared and issued revisions to Individual and Class licenses to respond to the market developments;• As a ‘special assignment’, developed and applied a completely revised and modernised approach to setting fees for radio spectrum use;• Revised the “Instructions on the Methodology and Timelines of Annual Fees Payment” and for the first time, conducted an in-depth review of the annual License and Industry fee submissions by the licensed serviced providers which resulted in over $1.5 million in additional payments by the service providers; and• Reviewed the Quality of Service reports submitted by service providers for compliance with their license obligations.

Developed the spectrum licensing and type approvals functions; trained and led a team to deliver the day to day licensing and operations activities. Achievements included: • Managed the implementation of a state of the art spectrum management and monitoring system, including concept and technical specification, tender document, bid evaluation, contract negotiations, management of delivery, development of detailed functionality and acceptance testing;• Managed spectrum requirements for annual Formula One and Power Boat racing series;• Developed and implemented TRA’s first Schedule of Radio Spectrum Fees;• Developed channel planning arrangements for fixed link services;• Conducted numerous interference investigations leading to the cessation of unlicensed and/or illegal operations in mobile and fixed link bands;• Developed TRA approach to spectrum licensing for ‘post 3G’ services;• Developed the organisational structure, staffing requirements, procedures and provided training for effective service and spectrum licensing, type approval and enforcement;• Developed a regulation on type approval, including supporting procedures and technical specifications;• Managed day to day service and spectrum licensing, type approvals activities, including invoicing and fees collection within specified KPIs; and• Implemented an on-going measurement regime to verify that radio signal levels in Bahrain remained within guidelines published by ICNIRP.
