Policy Center library includes almost 150 model policies that address critical topics such as Use of Force and Force Reporting, Crowd Control, Force Investigations and Officer Involved Shootings, Officer Conduct and Disciplinary Procedures, Unbiased Policing, Agency Risk Management, Canine Deployment, Crisis Intervention and Motor Vehicle Pursuits. Authored concepts and issues papers, which accompanied publication of each model policy and provided in-depth analysis and legal support for policy recommendations. Conducted “High Risk Policy Development” nationwide training for over 1,200 law enforcement executives, with sessions addressing topics of critical importance to the various departments. Served as guest lecturer in law enforcement policy development at the Federal Bureau of Investigation National Academy in Quantico, VA. Led workshops on timely law enforcement topics at IACP annual conferences, which averaged 15,000 attendees. Managed the Training Key Program for 30 years. Wrote, edited and published 350 Training Keys for state and local line and supervisory police officers. These documents – emphasizing best practices, strategies and officer safety across a broad range of topics – were limited to five pages so officers could quickly read, digest and apply this critical information. Wrote winning proposals and grant applications; directed and/or participated in numerous initiatives of vital importance to IACP; and served on Editorial Advisory Board for the association’s monthly magazine, The Police Chief.
