Phil was responsible for ensuring SIRA’s complex business & technology requirements were clearly captured, articulated/documented. The Data System Modernisation project, was the single largest, transformational legacy system replacement project in over 20 years. With his comprehensive Workers compensation knowledge, data governance & project management skills, Phil implemented a rigorous data specifications & requirements gathering approach to the project ensuring all users were actively engaged in the process throughout. Project requirements were fully supported & endorsed by the business, yet always adaptable as the business evolved due to the agile delivery methodology applied. Phil was the creator and managing director of OzAdventure4x4, later known as OAV4x4.Opening in 2007 as an online import business specialising in Jeeps, OzAdventure4x4 became known as one a niche Jeep specialist. Phil became a point of reference for customers wanting to modify their vehicles. Based on this knowledge, Phil wrote a range of tech articles for 4WD Monthly/Action & 4WD Custom Action. Phil’s highly modified JK Wrangler was featured in 4WD Custom Action & Jeep Action magazine.Phil expanded the business to cater for all makes and models of 4x4’s, focusing on supplying quality Australia manufactured & developed products. Phil made a defined point to steer clear of the growing trend in the four-wheel driving industry of offering cheap Chinese ‘knock off’ products, instead focusing on local manufacturer products. As the business grew, Phil built a number of custom four wheel drives showcasing the product offering from OzAdventure4x4; these included: a Land Rover Discovery 4 (featuring on the cover of Overlander Magazine), a GU Patrol which took Phil & his family around Australia, and recently a Land Cruiser Troop carrier (featured in Unsealed 4x4). In 2015, Phil recognised that the growth of the business was limited by a lack of a fitting service/mechanical repair facility. The OzAdventure4x4 showroom and workshop opening in West Gosford NSW, now re-branded as OAV4x4. It proved an immediate success with customers travelling from Coffs, Wollongong & Canberra. The workshop was soon booked 3 – 4 weeks at a time and business was booming, so much so that a number of interested parties presented themselves as being interested in purchasing the business. Whilst initially not interested, Phil decided to sell up with the intent to spend more time with his family and travelling around Australia.

The system was required to replace a decentralised MS Excel/Access database.At the conclusion of the engagement, a Business Requirements Paper (BRP) was delivered ready for implementation with key recommendations based on extensive research and consultation with the business. Project Manager responsible for the implementation and roll-out of two major new systems: WORCERS (Workers Compensation management system - containing 18,000 claimants) within the ACT Government cross-jurisdictional and within eight major Insurance companies) and RiskMan (Enterprise Risk Management System) rolled out throughout 30 directorates within the ACT Government equating to approximately 11,000 users. Key Achievements: - Successful implementation readiness of WORCERS system- RiskMan successfully implemented and installed- Unified a diverse team of professionals with different backgrounds and employment statuses, producing a dynamic, productive, and successful team of staff to produce the desired outcome- Successfully managed contractual disputes and reached milestone focused outcomes which were matched with a renegotiated financial agreement- Implemented appropriate governance within a large multijurisdictional working group - Earned the respect of my colleagues within the ACT Government and was invited to return at any time in the future as my skills and expertise were ‘always welcome’ (subsequently returned to Education & Training Directorate as a result)- Successfully implemented the new Premium Devolution procedure within the ACT Government with a specific focus on data quality through a quality assurance framework.

I have worked in the Workers Compensation, Work Health and Safety and Information Management field for the past 14 years. I have a reputation of delivering sound advice and work that is of a high standard and quality. I have represented WorkCover NSW at many forums over the years such as: NSW Police information security conference, Australian Business Register (ABR) national forums (as a keynote speaker) and NSW Workers Compensation Insurer forums. I have successfully implemented numerous governance policies and procedures (including gaining AS/ISO 27001 certification for WorkCover NSW) across the organisation maintaining continual dialogue with key stakeholders (Actuaries, Unions, Industry bodies and stakeholders groups) regarding the provision and security of information.
