This includes underlying communication system kernel and device driver developer followed by a number of technical management positions in IT companies responsible for promoting technical architecture and product roadmap. Phil joined IBM 2005 as Client Technical Architect and Solution Manager responsible for the system architecture and solution design work. Phil joined Microsoft in 2012, he has served as chief technology officer of Microsoft China Eastern Region (RTO), and Microsoft China (government / Public business), CTO (National Tech Officer GOV).In this position, he led Microsoft's technical team, established a strategic partnership with the government, the use of Microsoft's leading information technology to help the Government achieve the goals in the service of citizens, economic growth, and people's livelihood and other aspects.Phil rejoined IBM China Innovation Ecosystem Division, as CTO in 2014. In this role, he used IBM's deep accumulation in many industries and government enterprises to establish strategic cooperative relations.
Phil joined IBM Watson Health in 2015. He serves as head of Greater China, responsible for IBM Watson Health in mainland China, Taiwan, Hong Kong and Macau related operations. Especially Watson for Oncology solutions, as well as industry and ecosystems construction. So far, Watson for Oncology and Watson for Genomic have landed in China with innovative business models, and Watson Health's ecosystem in China has begun to take shape. Phil led and work with multiple teams and increased IBM Watson Health's business in China from zero to more than $ 160 million (contract amount) in less than a year.
