Phil Donelson is seasoned leader and strategist on government relations, public affairs, and corporate strategy. He has delivered significant impact and led corporate strategy in both large organizations and start-up environments.Phil is Vice President, Policy Development at the Insurance Bureau of Canada, leading GR strategy and advisory focused on financial regulations and policy at both federal and provincial levels. Previously, as the Senior Advisor to the Premier of Ontario on Energy, Infrastructure, and Economic Development, he drove system-wide regulatory change in electricity markets for renewables and energy storage, and developed the framework for new transmission and distribution investments across Ontario. Phil also spent many years leading government relations for a high-growth Canadian technology startup. He has extensive experience leading large teams and delivering results in complex stakeholder environments, Board and executive-level engagement and coalition-building, and leading research and policy development with a particular focus on regulated industries.
