I coordinate unmanned maritime systems R&D under the Commercial Engagement Through Ocean Technology Act of 2018 (CENOTE). I serve as primary R&D liaison to the emerging NOAA UxS Operations Center; I will manage the CENOTE working group under the NOAA Unmanned Systems (UxS) Executive Oversight Board (EOB); serve as the primary staff lead for the NOAA Navy unmanned systems working group ; and be the primary NOAA R&D liaison to other federal agencies conducting UMS work, especially those activities taking place in the Gulf of Mexico.

I am currently leading the development, coordination, planning, communication, training, implementation, and analysis of the evaluation capabilities of OAR's research, development, and transition portfolio. I am providing leadership and technical expertise in developing and implementing the evaluation components of NOAA Administrative Order 216-115: Strengthening NOAA’s Research and Development Enterprise; developing and implementing a logic model and plan to execute evaluations on OAR program elements; identifying and incorporating best practices for evaluating research, development, and transition activities to support the NOAA and DOC planning, programming, budgeting, execution, and evaluation processes; engaging and communicating with OAR Laboratories, Programs, and relevant NOAA committees on aspects of evaluation; and contributing to activities supporting the Office of Policy, Planning and Evaluation’s mission of “Promote an impactful OAR and NOAA research, development, and transition portfolio through planning, analysis, evaluation, policy development, and specialized support”.

I served for 8 months on detail as the Deputy Director of the Office of Policy, Planning and Evaluation at NOAA Research (OAR). I managed all office operations, assigned and monitored work, represented the office to higher management and other NOAA offices, and lead both evaluations of NOAA Research's science portfolios as well as directed strategic planning actions arising from those evaluations.

I led a customer focused office and distributed workforce who build and maintain science partnerships across disciplines and geography. I effectively managed the NOAA CI portfolio to deliver mission-critical and mission enhancing research while developing increasingly effective management practices; maintained highly successful program relationships with OAR HQ, OAR Labs, NOAA Line Office and Staff Office components, and CI host universities. I provided routine program updates to NOAA senior leadership and the NOAA Science Advisory Board, presented CI Program information to NOAA programs and labs not currently sponsoring CI work to expand the Program’s reach within NOAA, and I routinely met with senior university officials from institutions hosting CIs. I served as the primary NOAA and DOC resource for knowledge about and policy on all NOAA CIs; educated NOAA and the CIs about collaboration opportunities; led the NOAA Research Council CI Committee. I met the needs of the Deputy Assistant Administrator for Laboratories and Cooperative Institutes, the Executive Director for Labs and Cooperative Institutes by ensuring that L/CI human, financial, and IT resources are managed effectively as Deputy Executive Director. Finally, I developed the L/CI team into a high functioning organization that provides Leadership in delivering customer service across OAR, NOAA, and to academic partners.

I managed NOAA's Planning, Programming, Budgeting and Execution System (PPBES) for the NOAA Fisheries Protected Species Program (PSP). I coordinated NMFS strategic Planning and budget allocation for the Office of Protected Resources (OPR). I developed and implemented a strategic planning process especially for the OPR. I led the development of budget allocation plans and annual spending plans for the OPR and national Protected Resources Directorates. I provided support in program planning, monitoring, and evaluation aimed at effective management of protected resources, given available staffing and financial resources.

1) I managed diverse salmonid habitat restoration projects, ecosystem studies, significant interagency permitting and design working groups, and dredging mitigation programs, including the Puget Sound and Adjacent Waters coastal habitat restoration project; the Howard Hanson Dam Fish Passage Facility Cofferdam project; the Green River Zone 1 Habitat Restoration Project for Chinook salmon spawning; the Dungeness Crab dredging Impact Mitigationand Monitoring Study and Biannual Dredge Material SedimentCharacterization Study, Grays Harbor, WA Navigation Project; NEPAscoping and public review of Corps activities for the Shoalwater TribeCoastal Erosion/Flood Damage Reduction Study. 2 )I developed and lead an interagency turbidity working group with the Washington Department of Ecology, WA Department of Fish and Wildlife and WA Department of Transportation. 3)I participated as the Environmental Coordinator and team member for USACE Flood Fight Teams as part of the District and National USACE Emergency Response Program within District boundaries, deploying as necessary to supervise flood responses to levee reaches, overtopping, and storm related erosion within the ICS system. 4)I deployed in response to hurricane activity in Florida (2004) and Mississippi (2005) in highly destroyed and stressful environments under extend work days. Specific duties include County Team Co-lead for Temporary/Blue Roof Program (2004) and Senior Inspector within County Team (2005) implementing the Blue Roof Program. Ensured temporary roof was installed to spec, determined structural soundness of residences following applications, served as informal liaison between affected public, USACE, FEMA and Red Cross operations, and provided Blue Roof inspection training to new team members.

Conducted field based research on bay scallop population dynamics using SCUBA surveys, juvenile settlement traps, and environmental data; processed field samples and reproductive hystology slides; created, maintained and quality controlled field databases; operated and maintained boats to 26ft.,participated in multi-project sampling of mangrove and seagrassecology in Florida Bay.
