Profile bio

About Philip Alexanders

I've worked in a range of roles in both the private and public sectors and have a real passion for collaborative working to achieve business goals. Most recently this has been in a digital environment in the role of Product Owner, where the stakeholder management skills I've learnt over many years are fully utilised, and the application of my operational knowledge has evolved into an agile way of working. I've created the product vision and roadmap, and direct the team's efforts by prioritising features based on the benefit and value they bring for users, whilst also considering policy, data and governance requirements. My existing experience has been strenghtened in some key areas;• creating strong internal and external relationships simply by getting to know people through regular contact, sharing views, experience and knowledge• supporting the successful completion of tasks by encouraging open and inclusive collaborative engagement from all members of the team• finding out what internal and external customers really want• presenting information to diverse audiences and inviting feedback• accepting that things will go wrong, and when they do we learn from those experiences, find solutions and pull together• multi-tasking and prioritising a range of business needs, using bespoke software systems to best effect

Listed skills include Grant Management, Grant Assessment, Grant Administration, Fundraising, and 6 others.

Product Owner

Current

Newcastle Upon Tyne, England, United Kingdom

I currently work as Product Owner on the Cost Recovery project tasked with creating a new digital platform for the recovery of healthcare costs incurred by EU citizens whilst in the UK.We're building (1) a new external interface that will link hospitals across the UK to NHSBSA systems, improving user's experiences and delivering an intuitive system to make things easier for hospital staff, and (2) internally increasing the effectiveness of claims activity carried out by internal staff to recover costs from each Member State.Operating in an agile environment I define goals and prioritise work based on the over-arching requirements set out in an associated Business Case. I've created a clear vision for the product, setting out goals and milestones and providing context for stakeholders through a visual representation of high-level requirements in a Product Roadmap. At a project level and during each two-week sprint I work closely with our Delivery Manager and Business Analysts, attending a series of 'ceremonies' to; oversee the prioritisation of work; review what has been delivered; prioritise and agree what is to be delivered next; reflect on what has been done with a view to making improvements. I meet regularly with senior colleagues to ensure that the project aligns with other business initiatives, combining efforts where these overlap to deliver complementary activity. Ultimately my main driver is to ensure that the team is working on the next most important thing so that incremental progress gives most value. This prioritisation is informed by user research findings, and my role is to assess the relative value of competing requirements to deliver minimum viable product up to the point of go-live, and continuous improvement thereafter.

Sep 2021 - Present

Liaison Officer

Newcastle Upon Tyne, England, United Kingdom

There are approximately 256 Hospital Trusts across the UK and as part of a team of four my role was to support Overseas Visitor Managers and their staff at 76 of them to ensure that the costs of treatments required by EEA citizens whilst temporarily visiting the UK were reported to us via an online portal. Most commonly the costs of treatment are covered through the European Health Insurance Card (EHIC) scheme but other reciprocal arrangements also exist that cover pre-planned treatments arranged and performed at UK Trusts providing specialist services. As the competent institution in the UK the NHSBSA's role is to claim the cost of treatment back from respective Member State countries.I co-ordinated and met with overseas visitor teams at hospitals across the East of England, the South East, Greater London and Wales offering support, guidance and direction with reference to the application of European regulations, learning, sharing knowledge and connecting Trusts together.Working as a Subject Matter Expert I was also a part of our Digital Transformation Team using Agile methodology to develop and introduce a new on-line portal to replace legacy technology, aimed at improving the effectiveness and efficiency with which costs can be reported and then claimed back from Member States.

Jun 2019 - Aug 2021

Funding Officer

St James Gate, Newcastle-Upon-Tyne

Between 2017 and 2019 I managed four £multi-million grants on the Building Better Opportunities Programme (BBO), a joint initiative between the Big Lottery Fund and European Social Fund (ESF) which aimed to tackle poverty and promote social inclusion by supporting people to become 'job-ready' in targeted areas across the UK. This work was performed in an audit-driven environment overseen by the Department for Work and Pensions as the Managing Authority, requiring my familiarisation with lengthy guidance to understand ESF requirements and mitigate / manage project risk. Using this knowledge I supported grant-holder (third sector organisations) financial compliance, improving their confidence based on a real-world interpretation and application of complicated regulation and guidance. From 2014 - 2017 I managed four £10m cross-sector strategic grant awards, with a focus on examining the issues faced by those experiencing 'Multiple Needs'. Cross-sector partnerships drew up proposals aimed at addressing the failing and cyclical nature of beneficiary interaction with support services. I worked with a wide range of people, from Operational Heads at Local Authorities and Chief Executives at VCS bodies to groups of service users. At core and sub-group meetings I supported partnership decision-making by guiding discussions based on terms and conditions of grant, being flexible in my approach wherever possible to reflect local structures and practices. In both cases I was responsible for reviewing contractual agreements with third parties (including compliance with EU procurement rules) and adherence to terms and conditions of grant. At quarterly management visits I monitored and reported on progress towards output and outcome target achievement and evaluated participant feedback, at all times adopting a critical-friend approach to realise benefits.
